Informationization has become the inevitable trend of the development and people’s life and the digitization and informatization is also getting closer and closer. At the base of network, communication mode and the rapid development of computer technology, the electronic technology with the core of information is playing an increasingly important role. The informationization trend is challenging every field and the government public administration is within no exception. The trend demands that the government administrative way, the government administrative efficiency and the audience must be adapt to the current background. In order to further improve the way of government information publicity and improve the efficiency of the government affairs, we must implement the interaction between government and the public. Government informationization and modernization trend has changed the traditional administrative mode and put forward a new administrative mode to adapt to the new requirement of The Times and the demand of the public. Many government management practice proves that the traditional government management model has been unable to deal with complex information age and public service requirements and unable to provide effective solutions. Therefore, it is urgent to strengthen the construction of modern government management and to develop the electronic government affair.As the production of information age and the main way to realize modernization, Electronic government affairs is to conform to the trend of The Times and it is the inevitable requirement of modernization construction. Through the information and communication technology, Government is using public management to improve administrative efficiency and enhance the transparency in government. It can solve the cost, establish the relationship between government and society to win a wide range of social participation. These are important ways to carry out the administrative system reform:government construction of informatization, the development of electronic government and promotion of E-government. But at present, there are many problems in the domestic e-government which led to the development of e-government in our country. So we must promote the construction of e-government in our country.Taking dalian in liaoning province as an example to study the present situation of the construction of e-government in our country and the development countermeasures. Through analyzing the current situation of the construction of e-government in dalian and comparing the status of the e-government construction at home and abroad, the paper further elaborate the current situation of the construction of e-government in dalian. And according to the actual situation of dalian, it put forward specific ideas of perfecting our country’s electronic government affairs. Based on the views of some scholars, it defined the meaning of the electronic government. And analysis of the essence and characteristics of e-government and e-government application model. As a new means of government reform, E-government is not just a simple use of computer and network technology, but the innovation of the government, which means the innovation of government management. We must change the traditional government management concept and change the traditional administrative means to adapt to the requirements of the e-government construction and development. Establish a new government management concept is the premise and the key of e-government development. This paper introduced the concept of service-oriented government, the government efficiency idea and concept of public participation.Because of the E-government superiority and developing of information technology, e-government construction in China has made certain achievements, but there are still many problems. With the rise of the global informationization, the countries and governments has brought the attention to e-government increasingly. In accordance with the spirit of the state council, Dalian city actively develop electronic government affairs and it has obtained certain achievements, but there are also some problems. In this paper, based on the analysis of dalian municipal government e-government historical progress and achievement, the third chapter analyses the possible problems and further points out that the cause of the problem. In order to put forward the construction of the e-government in dalian, the fourth chapter of this article presents the case for other e-government construction at home and abroad, and introduces the situation of some developed e-government and domestic cities.
