Research On E-government Construction In Dalian Jin Pu New District Government

E-government construction conforms to the general trend of the development of information technology,is an important embodiment of "Internet+",and is the only way to form "e-government+".The level of e-government construction is not only a requirement of the times,but also a manifestation of government management capabilities.As the Dalian area of China(Liao ning)Pilot Free Trade Zone,Dalian Jin Pu New Area should conform to the development of the times,improve management capabilities,meet social needs,and lay the foundation for investment promotion,social utilities,and information technology development.This paper takes Dalian Jin Pu New District e-government construction as the research object,adopts the research methods of literature research method,comparative analysis method,interview method,and qualitative analysis method,and uses seamless government,service-oriented government theory,and new public service theory to summarize Dalian.Jin Pu new e-government construction measures in terms of basic network construction,"maximum run" list expansion,and request for processing channels,analyze a series of results achieved by the current e-government construction,and explore the new district in the e-government construction process There are problems of duplication of construction,insufficient sharing of information resources and sharing of open data,lack of' professional talents in e-government construction,and inadequate interactive e-government construction.The reasons are analyzed.By drawing on the experience of domestic and foreign advanced e-government construction,including the clear planning of e-government in the United States,Germany and the United Kingdom,analyze typical cases of e-government construction in related areas,such as Wuhan East Lake High-tech Zone,Shenyang Economic and Technological Development Zone,and Northwest Guangxi Bay Economic Zone.It puts forward four lessons that can be used for reference:they have clear e-government service authorities,give full play to the "network cluster" effect of government e-government construction,vigorously develop the government e-government professional talent team,and conduct government with the government-civilian interaction as the center.E-government construction.Based on the above,four suggestions are proposed for e-government construction in Dalian Jin Pu New District:First,to speed up the overall planning of e-government construction of the district government.to give full play to the functions of various functional departments on the basis of clarifying the competent department of e-government construction,and at the same time to e-government The construction effectiveness is included in the scope of district government performance assessment.The second is to build a district government e-government system platform,including consolidating government portals centered on government-civilian interaction and building an information resource exchange network platform without communication barriers.The construction of professional talents is achieved by creating their own professional teams,introducing specialized talents,and establishing an e-government practical training system;the fourth is to increase the publicity efforts of the district government's e-government construction,and the publicity methods are to improve internal publicity Awareness of government services and promotion to promote public participation.The construction of the e-government of the Jin Pu New District Government must closely focus on the requirements and guidelines for the construction of "Internet+" and smart cities from the central government to Dalian,and improve the capacity and level of public services in the New District Government.Perfection will ensure the speed of economic development and the efficiency of social operation,and provide a material basis for the living standards of the overwhelming majority of people.The continuous improvement of the level of informatization in the Jin Pu New District has enhanced management capabilities and balanced the development of a market economy.It will also benefit the people.
