As an important function of the government, basic public services is not only the"indicator" of the degree of social development but also an important measure of policyto deepen the systematical reform and realize the coordinated development ofeconomics and society.The effective utilization of governmental function can not leavethe financial support.The fiscal expenditure of basic public services in our country is animportant measure of judging the function of basic public services of government,theinfluential factors of which can be roughly divided into two aspects of objective factorsand subjective factors.The objective factors refers to a country’s specific stage ofdevelopment,in particular, including the country’s economic development level and thegovernment’s ability of fiscal income.The government’s ability to provide basic publicservices is jointly determined by the two aspects.They are called "the hardconstraints"of government’s providing basic public services;Subjective factors refers toa government’s subjective will to provide public services,which is a relative preferenceof the expenditure of governmental basic public services and are called "the softconstraints"of governmental providing basic public services.In this paper, we mainly use the quantitative research method of the completedecomposition model.We will carry out a quantitatively decomposition of thecontribution factors(economic developmental level, the governmental fiscal capacityand preferences of government expenditure)of the variation of the fiscal expenditure ofbasic public services in a certain period (1990~2010).We will also measure thecontribution values and degree of the three contribution factors to the changes of expenditure of basic public services in three respective periods.Through the analysis ofthe variation of the contribution degree of the three contribution factors in those threerespective periods,we will find the crucial reasons for the insufficient expenditure ofbasic public services in our country give policy suggestions combining the actualsituation.The article’s structural arrangements is as follows:Introduction of chapter1introduces the background of research, the significance of the selected topics,literature review and the content and method of the research;The second chapter mainlyillustrates the relevant concepts:public service,basic public service the expenditure offinance and public finance;The third chapter first expounds the necessity and reality ofthe supply of basic public services and then goes into the empirical part and illustratesthe method, model and index selection;The fourth chapter launches an empirical testand analysis of the result of the variation of expenditure of basic public services in aspecific period (1990-2010);The fifth chapter gives conclusions and relevant policysuggestions.
