Since the reform and opening-up,the economy of China has been developing rapidly,and its comprehensive national strength has been increasing day by day,the quality of people's life is getting better and better.With the development of economy and society,the principal contradiction of our society has gradually changed,people pay more attention to fairness and rights,they expect to share the fruits of reform and development,the demands of citizens are becoming more various which are no longer limited to the simple material satisfaction of food,clothing,housing,transportation but also more expanded to education,medical,cultural and other spiritual aspects.The problem of regional coordinated development has become a major issue.In 2015,Fifth Plenary Session of the 18 th Central Committee put forward the concept of shared development for the first time.The report to the 19 th national congress of the communist party of China also points out that we should pay more attention to ensuring and improving people's life while developing,make up for weaknesses in people's livelihood to promote coordinated development.In recent years,the government has continuously exploring the path of shared development to guide practice.It focuses on ensuring and improving people's livelihood,and give more help to the vulnerable groups to promote equal development of basic public services.It not only conduces to maintaining fairness and justice,enhancing the sense of gain and happiness of all citizens,but also helps to build a moderately prosperous society in all respects.As the third growth pole of China's economic development,Beijing-Tianjin-Hebei region has always been attached great importance to the issue of regional coordination.It is the core topic for the coordinated development in the Beijing-Tianjin-Hebei region to make up for the shortcomings of public service and improve the level of welfare sharing.However,in fact,Hebei province is always in a backward position owing to siphon effect.Beijing and Tianjin don't play a central role and lead to a large gap in economic development strength and social service capacity between the three regions,which hinder the coordinated development of regions.Based on the theory of welfare economics and the fairness,this paper adopts the method of combining theory with practice.Firstly it analyzes the current situation of basic public services and economic development level in Beijing,Tianjin and Hebei from 2010 to 2017 by chart,and compares with the national average to find out the specific shortcomings of the three places,we find that the basic public services and economic development in Hebei province are relatively lagged behind the average level.Then we construct the basic public services development indicator system which includes four dimensions: education service,medical service,infrastructure and ecological environmental protection,and the economic development indicator system which includes three dimensions: economic scale,economic structure and economic benefit.We analyze the equalization of basic public services and the level of coordinated development with economic development by means of Gini coefficient,TOPSIS,coupling coordination degree and cluster analysis.The results show that the equalization trend of basic public services in the three regions has been more and more obvious since 2010,but the gap in medical service and infrastructure is more obvious,the trend of education service has gradually decreased.From the perspective of coordination degree,the coordination degree of basic public services and economic development in the three regions has been continuously improved,but their characteristics are quite different from each other.From 2010 to 2017,the basic public services and economic development of Beijing basically keep pace with the high level,the coordination degree is upgraded from intermediate coordination to high quality coordination.Tianjin and Hebei are improved from primary coordination to intermediate coordination and moderate imbalance to reluctant coordination respectively.However,the development of the two subsystems is not completely matched,which respectively belongs to the lag type of basic public services development and economic development respectively.We select eleven cities in Hebei province as research objects and analyze the equalization of basic public services by means of Gini coefficient,we find that the level of equalization of indicators in each region has gradually improved,but the gaps in ecological and environmental protection are obvious,the average and equalization level of the utilization of solid waste are decreasing.Moreover,according to the coordination degree of the subsystem,we find that the regions with higher level of economic development also have obvious advantages in the development of basic public services.There is a decreasing gradient distribution trend from north to south,among which Lang fang,Tangshan,Qinhuangdao and Shijiazhuang have higher coordination degree,which reach the intermediate coordination stage,but they have different advantage subsystem.Compared with the former,the ranks of Baoding and Xing tai lay behind which are at the edge of collaborative development.Finally,according to local conditions we put forward relevant suggestions based on the results of empirical analysis.
