Song jiaoren is the main leader in the Revolution of1911，is one of the founders ofthe Republic of China and the Kuomintang，is also representative of party cabinet systemin the early Republic of China.He believes that party cabinet and party system andresponsibility cabinet are closely linked，So his party cabinet thought is mainly discussedfrom two aspects of party system and responsibility cabinet thought. in this paper, withSong jiaoren party cabinet thought and practice as the research object. This paperelaborates its party system and responsibility cabinet thought，and studys the practice ofthe party cabinet thought，Finally,the thought and practice of "party cabinet" is evaluated.This article is divided into three parts：The first part：The introduction part. This paper first briefly introduces the life ofSong Jiaoren， then it introduces the present situation of research on Song Jiaoren inacademic circles，finally a brief introduction of Song Jiaoren’s party cabinet thought andpractice content.The second part： elaborate the content of Song jiaoren party cabinet system.Thispart includes two aspects：party system thought；responsibility cabinet thought. Partysystem thought is mainly elaborated from the definition of the party，the best mode ofconstitutional politics is party system,platform， the relationship between the party andparliament，the status and role of political parties，political parties should be composed ofthe social elite，nature of the party，the political party system，party competition and partyethics. Responsibility cabinet thought is mainly elaborated from germination of SongJiaoren’s early political thoughts，the formation of the responsibility cabinet thought， proposition of party cabinet system.Song Jiaoren’s early political thought mainlyinvolved criticism of the constitutionalism of the Qing government，critical analysis ofJapanese politics， appreciation of the british constitutional government system.Theformation of responsibility cabinet thought mainly involved analysis of Song Jiaoren andSun Zhongshan’s regime differences and its reasons. Proposition of party cabinet systemmainly elaborated the process of political party cabinet， it was formed with the earlyRepublican political struggle situation increasingly complex，was gradually formed onthe basis of its responsibility cabinet thought.The third part：The practice of Song Jiaoren’s party cabinet thought. Including SongJiaoren reorganized the Kuomintang and committed to the congressional elections. Inthis part of the reorganization of the kmt，mainly elaborated the process from the ChinaAlliance Committee to the kmt.This part on the congressional elections mainlyelaborated the activities carried out by each party to win congressional elections tobecome the majority party in parliament.The fourth part： Evaluation of Song Jiaoren’s party cabinet thought andpractice.Song Jiaoren’s party cabinet thought and practice promoted the early politicaldevelopment and political modernization，at the same time，it plays an important rolein strengthening the construction of the party, promoting the politicalcivilization construction；the causes of the failure of an in-depth analysis of the practiceof Song Jiaoren’s party cabinet including lack of legal concepts,the lackof public support，the KMT itself serious problems and factionalism，underdevelopedsocial and economic structure，the bourgeoisie are lack of understanding of the politicalparty culture， the lack of the spirit of contract. Although Song Jiaoren’s partycabinet system failed in the early period of the Republic of China’s political practice，but it still has important value. Not only promoted the early political development andpolitical modernization，at the same time，it still has the enlightenment significance in strengthening the power of constraints，preventing power corruption，strengthening theconstruction of the party，promoting the political civilization construction.
