Research On Judgment And Guide Of Public Opinion About CAPF Online

In China, which is now going through a special period of economic transitionand social transformation, the gap between the rich and the poor is widening, people’sdemocratic consciousness is awakening, and meanwhile the Internet and mobileInternet are developing rapidly. The combination of these multiple factors has led to afar greater chance of CAPF-related incidents of online public opinions, posing newchallenges for the armed CAPF to maintain national security and social stability andprofoundly impacting the public recognition of the party and the government as wellas the construction of a harmonious society. With the rapid development of theInternet, the virtual society is making an increasingly growing influence on the realsociety, and the CAPF-related sensitive information in online hype becomesincreasingly prominent, and hostile forces and people with evil motives use theInternet to provoke dissentions between the party and the masses, destroy the CAPF’sadministration and the unity between CAPF and citizens, and defame the armed CAPF.Therefore, the political consciousness, consciousness of threat and consciousness ofresponsibility should be strengthened, so as to actively prevent and appropriatelyrespond to online sensitive CAPF-related events and take the initiative in onlinefights.In dealing with the increasingly frequent online CAPF-related events, how toprovide timely, reasonable, appropriate and effective guidance on public opinions is an important issue faced by the armed CAPF. By applying the research methods suchas literature reading, case analysis, theory elaboration and comparison, this paperstarts from the current specific situation of the armed CAPF’s handling ofCAPF-related public opinions, in order to analyze their characteristics, causes andshortcomings as well as the countermeasures against them. And also the experiencesand lessons in the armed CAPF’ response to the media and their guidance on onlineCAPF-related public opinions are summarized by analyzing some major relevantcases in China in recent years. Meanwhile, highly feasible concepts, mechanism andmethods for guidance on online CAPF-related public opinions are put forward bydrawing lessons from the relatively mature methods that Western countries haveadopted in public-opinion guiding, so as to provide theoretical and practicalpreference for the armed CAPF’s decision-making as to effective analysis, judgmentand guidance on public opinions.During the research, it is found through consulting a lot of relevant informationthat the academic circles have made abundant research achievements in the handlingof online public opinions from the perspectives of communication, sociology,psychology, public relations, etc. However, inside the armed CAPF, the research onsome issues in dealing with CAPF-related online public opinions, such as the existingproblems, the guidance system and mechanism as well as the solutions and measures,is still at the preliminary stage. Based on the existing research achievements in theacademic circles, this paper, made up of four parts, takes the characteristics of thearmed CAPF into account. The first part is the introduction. This part makes adetailed summarization of relevant theories and research achievements in thedomestic and foreign academic circles as to guiding online public opinions, andexpounds the theoretical basis, research background, significance of the research andresearch methods in this paper. The second part describes the present situation ofonline CAPF-related public opinions. Through analysis of the basic concept of onlinepublic opinions as well as of the classification, form, main characteristics and causesof negative public opinions, the actual situation of the current online CAPF-relatedpublic opinions is demonstrated from different angles. The third part conducts a specific analysis of the Ya’an Earthquake and the Sky-high Expressway Toll for FalseMilitary Vehicle in Henan from angles of the tendency of netizens’ opinions, thedevelopment and change of the events as well as the trend of the media’ attention, soas to find out the generation mechanism and trends of pubic opinions when theseevents occurred. The fourth part deals with the analysis and judgment of as well ascountermeasures against online public opinions. In this part, problems existing in thecurrent handling ofonline CAPF-related public opinions are sorted, and also thehandling mechanism and measures are put forward for online CAPF-related publicopinions.
