Unexpected Public Events Governmental Guidance Of Public Opinion And The Countermeasures

This paper aims to construct a theoretical analysis framework of the government’s public opinion guidance in public emergencies. Every stage of the development of social and economic background characteristics of the times are not the same, have their own unique symbol and the spirit of the times, the same under different backgrounds of times of unexpected events also have their own characteristics, but no matter how the ever-changing, the government, the media and the public is always in public emergencies of three main, especially in the post to guide public opinion plays a different role.At present, the government deal with the public emergencies, in public opinion guidance of information release is not precise enough, communication and social institutions exist disorder, coping and social adverse remarks of the supervision system is not perfect and so on many problems. In view of the above problems, the government should improve the ability to deal with unexpected emergencies, efforts to strengthen communication with the media from all walks of life, to promote the development of the network supervision of public opinion system reform, to improve their credibility, so as to more effectively guide public opinion and healthy development and lay a solid foundation. So far, there are few scholars who have studied the importance of the government’s role in the regulation of public opinion. Therefore this article from the administrative management, communication science and public relations management disciplines fusion of the role of government in public emergencies of public opinion guiding role for further study. This article has a strong pertinence and practical significance to the current social emergency work.The author in the article by using the literature research method and comparative analysis method, case analysis and other research methods, that public opinion to guidethe analysis must be carried out from the three levels of government, the media and the public, there are the reasons of the problems in the three level of in-depth analysis, the author summarizes the government to solve the problem in three dimensions is the key.And further stressed the government norms of public opinion of the development process and the specific regulatory measures, in order to further highlight the importance of government guidance of public opinion in public emergencies; and to study public emergencies in media reports, public communication problems as cuts into the spot, analysis the actuality and the problems existed in the emergent public events in media reports, public communication, for the government, the media and the public three bodies to strengthen public emergencies of public opinion guide this put forward some feasible suggestions and provide a good foundation of public opinion for the reasonable solution to the public emergencies. In addition, the author, through collecting data, investigation and study, combined with their understanding of current situation and existing problems of government public opinion guidance in the emergent public events,draw the following conclusion, government co-ordination of governance as a new model of governance, and under the background of model, public crisis management get rid of the traditional management mode, no longer as in the past as only just rely on bureaucracy and monopoly mode, but to rely more on contract, negotiation, cooperation between the composition of the network to running and efficient for the public supply of public products.
