Chinese governments has always been paying attention to the the guidance of public.with the development of the Internet,communication tools continue to spring up.The general public has gained the right of speech and express their opinion on public affairs through the Internet.The Internet public opinion is forming from the bottom up.This evolution has led the government to change their ways of guiding the public opinion.This paper focus on the ways in which the government guide the public opinion in different time during the development of the Internet.The conclusion is that the government is changing to take the initiative from being forced to react,and the multimedia become their new tools when they are guiding the opinion.Based on the time when the media appeared and the degree of influence on the public opinion,this paper has divided the time into three periods:the earlier period Comments period and the self-media.periods.I have divided into three parts to analyze.In the first part,I have analyzed the guidance idea in China through the history.the current situation of the media environment,on this basis,I just analyze the change of the government's ways of guiding the public opinion.In the second part,I focused on the government's ways of guiding the public opinion in three different periods and explored the reasons.In the third part,I came to a conclusion that the government is paying more and more attention to the transparency and disclosure of the information.and they are more active in investigating rather than being forced to intervene.At the end of the paper,I put forward some thinking about strengthening the government's ability of dealing with public relation on line and urging them to attach more importance to the use of communication tools.
