Research On The Influencing Factors Of The Governance Mode Choice On Public Technology Service Platform

Currently, it is extremely urgent for governments at all levels to implement theinnovation-driven strategy and establish the public technology service platform so as toaccelerate the industrial upgrading. However, Chinese public technology service platform failsto possess the long history and lacks sufficient construction experience. Besides, the publictechnology service platform is designed to provide generic technology service for the smalland medium enterprises in the industry cluster district or industrial park while differentregional economy conditions or different enterprise demands call for different constructionand operation modes of the platform. Therefore, how to select proper the platform governancemodel according to the regional economic basis, enterprise demands and other differentspecific circumstances in order to give the public technology service platform’s technologicalsupport to the full play constitutes the biggest concern of governments and enterprises.Actually, the specialized literature on the public technology service platform is limited and theavailable studies mainly concentrate on the function and impact of public technology serviceplatform, failing to provide enough guidance for the practical construction and operation of theplatform.Firstly, this paper reviews the available literature, sorts out relevant researchachievements on the public goods theory and the research status and governance concept andmodel of public technology service platform, draws some lessons and summarizes theshortcomings.Next, the paper divides the governance mode type of public technology service platformfrom the two dimensions, platform investor and operation subject of the platform construction, based on the analysis of the nature, features and subject elements of public technology serviceplatform. Then, it selects four influencing factors of the governance mode selection of publictechnology service platform, namely, service content, customers, rareness of technology andexternal environment of the platform to establish a model of the platform governance modeselection between the influencing factors and the governance mode.Then, this paper adopts two kinds of public technology service platforms of differentgovernance modes as the sample according to the replication logic to conduct a case studybased on the collected data for verifying the above-mentioned theoretical proposition.Finally, the paper comes to conclusions as follows: firstly, as the quasi-public goods, thepublic technology service platform should take the government as the major investor andmeanwhile appeal to the fellowship of enterprises and scientific research institutes of collegesand universities; secondly, according to different investment subjects and construction andoperation subjects, the public technology service platform can be classified into the followingoperation modes, the mode of government investment and government construction andoperation and the mode of mixed investment and enterprise and research institutes of collegesand universities construction and operation; thirdly, such four factors as service content,customers, rareness of technology and external environment of public technology serviceplatform play a decisive role in the platform governance mode selection.
