With the rapid development of the socialist market economy and the advance of the opening up reform, our country moves into a complicated social transition period having lots of contradictions. This situation makes the government departments facing crisis management problem, particularly to the public security department which undertaking the main social management responsibility. There are many new challenges to the public security department, mainly performance in the following areas. Firstly, the increase of population mobility has a bad influence on social management. Secondly, because stakeholders become multivariate and the contradictions of each class are surged, group events occur frequently. The last but not the least, for the high-speed development of technology, the characteristics of the crime appears more and more secretive. At the same time, the public management organs’ management concept is behindhand, and they have little knowledge of grass-roots public security work and high-tech. Except that the quality of management workers is too low that they can’t master the modern equipment well and keep up with the social development. By on as you can see, the social management function of the public management departments does not adjust to the goal of the harmonious socialist society. Thus, the public security departments should innovate social management to adapt to the needs of social development.Against the risk which may occur in the process of social management, the author analyzes the main problems the public government departments may have during the work of social management innovation and the reason, which is based on the practice of Guangzhou province tianhe district public security bureau and the analysis of the public security departments of social management innovation practice. The main problems can be concluded in the following aspects. The first one is the management work of the mobility population does not reach the designated position and the idea of control and management occupies the dominant position, they does not set up the service concept. The second one is the public security departments is tired of dealing with the frequent group events, even leads to the situation becoming worse during the process of management. The third one is the public security departments do not have enough ability to deal with the important people and the emergencies. The most measures they take are arranging police force in a hurry. They lack effective warning mechanism. The last one is the powerful concept of "the big police" makes workers ignore the security management which is their real responsibility and the importance of their work. On the basis of the analysis of Tianhe District, Guangzhou City Public Security Bureau social management innovation practice, the author makes a thorough inquiry of social management innovation path selection from a theoretical point. The author think the management innovation the public security departments can make mainly include the following three parts. First, update the management concepts, use the idea which is adaptable to the social development rule to proceed the management work. Second, increase investment in science and technology, use modern information means to promote social management innovation. Third, change the way of social management, conduct institutional innovation to lay a solid foundation for promoting social management innovation.
