In2012February, Hubei, Hunan, Jiangxi provinces officially launched the construction of Intermediate Cam Urban Agglomeration, marked the official start of local government cooperation.In2013February, the provincial capital city reached "Wuhan Consensus" at the "The First Commerce of Provincial Capital of City Cluster in the Middle Reaches of the Yangtze River" in Wuhan, Intermediate Cam Urban Agglomeration of local government cooperation had entered a substantive advance stage. Subsequently,in "The National Planning of Promoting the Healthy Development of Urbanization (2011-2020)" published after NPC and CPPCC, the development planning of Intermediate Cam Urban Agglomeration upgraded to a national strategy officially. Intermediate Cam Urban Agglomeration is located in the middle area of China’s "heart" zone, with in-depth implementation of central China strategy and the pace of construction of Intermediate Cam Urban Agglomeration, Intermediate Cam Urban Agglomeration,will become the new growth pole in promoting China’s economic development and the newfulcrum of leap forward development.At present, Intermediate Cam Urban Agglomeration of local government cooperation is still at the initial stage of exploration, the government cooperation in many aspects have yet to be further improved, especially in the mode of cooperation also exists some problems needed to be solved urgently. In this situation and background, the construction of local government cooperation mode for the development of Intermediate Cam Urban Agglomeration, it is particularly important. In this paper, by the local government cooperation mode of Intermediate Cam Urban Agglomeration as the research object, firstly, the status of local government cooperation in Intermediate Cam Urban Agglomeration were summarized and analyzed, that Intermediate Cam Urban Agglomeration of local government in the mode of cooperation exist lack, lack of hierarchical structure,lack of regional leadership mechanism of coordinate cooperation,subject is single, cross domain cooperation is insufficient,and other issues, and points out that lack of the attention of the government, administrative constraints, uneven regional development and other factors are the reasons lead to these problems. Then, the author introduced several typical models of domestic and foreign urban agglomeration of local government cooperation:foreign local government, the USA,EU urban agglomeration cooperation mode and the domestic Jiangyin-Jingjiang governmental cooperation mode and Guangzhou-Foshan city government cooperation mode. Based in the city of absorption, reference to advanced experience and beneficial practice of the domestic and foreign agglomeration local government cooperation mode, combined with the current situation of the development in the Intermediate Cam Urban Agglomeration,the author think from the macro, meso, micro three level to construct local government cooperation mode of the Intermediate Cam Urban Agglomeration. First of all, in the macro level of Intermediate Cam region scope,carries on the overall design of the local government cooperation mode of Intermediate Cam Urban Agglomeration, to construct the macro level "one main two deputy" multi level, multi layers of regional governmental cooperation mode. Secondly, in the two provincial regions or provinces at the junction of bilateral border region of the provincial construct of local governments cooperation mode of inter provincial domain adjacent in meso level. Once again, the micro provincial level in Intermediate Cam Urban Agglomeration in coop eration, explore and innovate small-medium cities government cooperation mode.
