Research On Local Government Cooperation Governance In Shandong Peninsula Urban Agglomeration

Since reform and opening-up,the regional economic ties in China gradually to strengthen,the urban agglomeration has become an important driving force for regional coordinated development and an important part of the national economic development strategy blueprints.Shandong peninsula urban agglomeration is the eastern coastal province of shandong province in China's urban agglomeration,the concept of Shandong peninsula urban agglomeration was first proposed in 1989.After 20 years of development,Shandong peninsula urban agglomeration has become the fourth largest economic growth pole in China,after Yangtze River Delta,Pearl River Delta and Beijing-Tianj in-Hebei region.The formation and development of urban agglomeration is the result of both the government and the market force.Compared with foreign urban agglomeration"market-oriented" dynamic model of development,our country's urban agglomeration is a distinctive characteristics of "government-oriented" development.It is based on the particularity of the development urban agglomeration in China,strengthening the cooperation between the governments within the urban agglomeration,and the connection between the governments within the urban agglomeration is the priority choice for the coordinated development of urban agglomerations in China.Efficient intergovernmental cooperation is the core of driving force about the development of urban agglomeration.The way of government cooperation,the process and the result are directly related to the smooth development of urban agglomeration,whether it can play the role of radiation to promote regional coordinated development or not.Therefore,it is necessary to explore how to realize the efficient intergovernmental cooperation in Shandong peninsula urban agglomeration.Around the coordinated development of Shandong peninsula urban agglomeration,the intergovernmental cooperation has experienced three main stages,with gradually strengthen cooperation level.In the first stage,there are obvious administrative"islands" in the local governments,with little co-operation.In the second phase,the local governments under the force of the economic interests of the formation of a relationship of "competition",which named the competition in cooperation,cooperation in competition.In the third stage,the local governments begin to explore institutional construction of cooperative governance between them.However,in the process of coordinated development of Shandong peninsula urban agglomeration,there are many constraints such as lack of refinement and effective implementation of strategic planning of urban agglomeration,lack of laws and regulations and institutionalization,defects of cooperative governance mechanism and lack of social capital,and these factors together lead to the development of urban agglomeration difficulties,mainly reflected in:local industry homogeneity and characteristics of the lack of inter-governmental resources competition is inevitable;the number of cooperative organizations,the lack of authority,administrative divisions are really difficult to break up;central city radiation driven weak,lack of international and domestic competitiveness;social,ecological cooperation is weak.Therefore,according to the effective experience of the urban agglomeration at home and abroad,there are five important measures to improve the intergovernmental cooperation governance in Shandong peninsula urban agglomerations:to deepen cooperation concept and strengthen the awareness of win-win;to strengthen the institutional supply and promote the transformation of government functions;to standardize industrial strategy and focus on strengthening cooperation in the field of basic;to create the advantage and highlight the core leading role;to improve laws and regulations and promote legalization construction.
