Study On The Dilemma And Solution Of Local Governments' Collaborative Governance In The Development Of Chengdu-Chongqing Urban Agglomeration

The collaborative governance of local governments,especially the collaborative governance of local governments in the development of urban agglomerations,is the inevitable choice of social development.How to effectively deal with the changes in this trend,and how to strengthen the collaborative governance of local governments to promote the comprehensive development of urban agglomerations has aroused widespread concern in the society.Chengdu-Chongqing urban agglomeration is an important part of the strategic deployment at the national level,the construction of “The Belt and Road” and the development of the western regions,and its regional public affairs governance and inter-regional synergistic governance is required to be further enhanced.The introduction of “Development Plan for Chengdu-Chongqing urban agglomeration” puts forward new requirements for the collaborative governance of local governments.How to eliminate barriers between local governments under the new strategic situation to ensure the efficient and sustainable development of Chengdu-Chongqing urban agglomeration,and achieve the collaborative governance between local governments is the subject of this paper.In this paper,concepts related to Chengdu-Chongqing urban agglomeration and the collaborative governance of local governments are first defined to clarify the interaction mechanism between the development of urban agglomerations and collaborative governance of local governments,analyze the influencing factors and realization ways of the collaborative governance of local governments in the development of urban agglomerations,providing a theoretical basis for the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration;secondly,the conditions for the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration are identified to describe the current situation of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration,analyze the trend of the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration,and dissect the dilemma and reason of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration;then the experience of local governments' collaborative governance in the development of three major urban agglomerations at home is learned to finally seek to solve the dilemma of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration.The specific content of this paper is: Chapter 1,Introduction.Its main task is to grasp the research background,analyze the theoretical and practical significant of the study,and conduct domestic and foreign research overview,clarify research ideas and methods,elaborate the research content,put forward the research innovation,and determine the research object and data selection.Chapter 2,Conceptual Definition and Theoretical Basis.Its major task is to define concepts relevant with Chengdu-Chongqing urban agglomeration and the collaborative governance of local governments,clarify the interaction mechanism between the development of urban agglomeration and the collaborative governance of local governments,and analyze the influencing factors and realization ways of local governments' collaborative governance in the development of urban agglomeration.Chapter 3,Status and Trend.Its main task lies in the identification of conditions for local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration,the description of current situation of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration,and the analysis of the trend of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration.Chapter 4,Dilemma and Reason.Its major task is to analyze the dilemma in the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration,and then further analyze the reason for the dilemma of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration.Chapter 5,Experience Reference.It is mainly to describe the general situation of local governments' collaborative governance in the development of urban agglomerations in Yangtze River delta,Pearl River delta and Beijing-Tianjin-Hebei region to obtain corresponding enlightenment.Chapter 6,Solution to Dilemma.Its main mission is to seek solutions to the dilemma of local governments' collaborative governance in the development of Chengdu-Chongqing urban agglomeration through the analysis in the previous chapter.Chapter 7,Conclusion and Prospect.The conclusion and prospect of this study is proposed in this chapter.The conclusion of this paper is as follows:(1)The development of urban agglomerations require the collaborative governance of local governments,while the collaborative governance of local governments promote the development of urban agglomerations;the collaborative governance of local governments in the development of urban agglomerations have common influencing factors and follow a common realization way.(2)The collaborative governance of local governments in the development of urban agglomerations experiences three stages from “germination” to “advance”,and the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration has a certain effect at this stage,and its trend of local government's collaborative governance is manifested as more extended field,more in-depth level and more diverse forms.(3)There are some problems such as interest conflict,inefficiency and low level and so forth in the collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration,which are caused by the “lack of motivation,organizational disorder,lack of mechanism and limited tools” of local governments' collaborative governance.(4)Based on the requirement of “Development Plan of Chengdu-Chongqing Urban Agglomeration”,and combined with the spatial layout of “one axis and two zones,two cores and three districts” of Chengdu-Chongqing urban agglomeration,the solution to dilemma in the collaborative governance of local governments is sought through building laws and regulations to break the administrative barriers,jointly building the local governments' collaborative governance mechanism,and focusing on resource integration and interactive collaboration.The collaborative governance of local governments in the development of Chengdu-Chongqing urban agglomeration is a research area with multiple disciplines.At present,there are many studies on it from the perspective of regional economics or geography,and the study from the perspective of public management is still very limited.In this paper,the solution to its dilemma is sought from the political,institutional and administrative dimensions,making up for the deficiency in existing studies on the construction of local governments' collaborative governance system.However,the specific research is not deep enough,the solution to dilemma inevitably has some limitations,and its feasibility is yet to be tested.
