Research On The Behavior Of Local Government In The Process Of Industrial Agglomeration

Industrial agglomeration,as a phenomenon of the industrial development and economic process,has been an important driving force to promote the development of global economy.Due to the tendency of globalization,the international economy between globalization and localization of industrial agglomeration are inseparable.At present,the industrial agglomeration has become a new economic organization form with local characteristics.Besides,the national or regional industrial agglomeration can be effectively increased the competitiveness of the industry and economy,thus arousing the attention of more and more countries and regions.Industry agglomeration will drive the local economic development as an important strategic way.In the process of industrial agglomeration of China's coastal developed areas especially in Zhejiang province,some traditional areas of industrial agglomeration were born,which had something to do with act of local government.With different acts of local governments on different degrees of industrial agglomeration,can cause different effects,therefore the local government should understand what responsibility in the process of industrial agglomeration and what role should play to achieve what purpose,which is a very interesting question.At first,based on the industry agglomeration and local government behavior and the related concepts and theories,the essay covers analysis over the influence of the local government behavior on the industrial agglomeration,industrial agglomeration of government behavior pattern,the industry agglomeration in different stages of local government behavior and so on.The essay holds that the local government plays an important role in the process of industrial agglomeration,local governments of different patterns of behavior will produce different effects in different phases,while we have entered a period of new normal,the rule of industrial agglomeration requires that local government behavior should be normalized and improved from the aspects of orientation,function,responsibility and decision-making.Secondly,this article selects the local official performance of industrial agglomeration over the capsule industry,in RuAo Town,XinChang,ZheJiang Province,as a major research object.From the industrial policy,management system and operation mechanism of capsule industrial agglomeration of RuAo Town,XinChang government in the four different stages,the government behavior are summarized.The essay focuses on the capsule at the grass-roots level before and after the incident,illustrating that the government guide the behavior and effect of industrial.The further study finds that the government behavior exists bias,government policy and behavior orientation of the government's role fail to take effect,and so on.Besides,the essay summarized the behavior of the government of DaTang,HuiGuo and Hangji Town in the industrial concentration.It is concluded that we should combine the upper planning and lower governance,the soft environment of innovation and development of combination and hardware combining guidance,agglomeration and intensive development,to guide the industry agglomeration.Finally,the essay puts forward the solutions and suggestions on making the local government behavior normalized and scienticfic to promote the traditional industry agglomeration level.The local government should play a clear role in the process of industrial agglomeration,the correct performance of the function,responsibility and scientific decision-making,such as strengthening the regulation and guidance,enhancing the system and mechanism innovation,and responding effectively to the industry in the development of industrial agglomeration in public emergencies,etc.
