Research On The "Double To" Model Of Guangdong’s Poverty Alleviation In Common Prosperity Development Strategy

Insisting on the road to achieve common prosperity of all the people is the fundamental of the socialist road with Chinese characteristics, and also the necessity to actualize a comprehensive well-off society. Eliminating poverty, improving people’s livelihood, and making efforts to enhance national material and cultural living standards are un-escapable actions taken on the road of common prosperity. Since the reform and development, according to the socialist common prosperity theory, a series of strategic measures and policies have been formulated, of which the Poverty Alleviation and Development strategy is a great point to gain the poor of adequate food and clothing and eliminate poverty. As the first rich region, Guangdong province launched the "Double to" poverty alleviation and development model, effectively alleviating the conflict from big development gap among different Guangdong areas and promoting backward areas to embrace the common prosperity.Implemented from2009to2012,"Double to" model made certain achievements, but to promote a new round of "Double to" faces new situation, issues and challenges. Excluded the introduction and conclusion, the test of this thesis are mainly divided into three parts:the first part, from the aspect of common prosperity theory’s basic meaning, essential characteristics and implementing steps, elaborates the guidance role of common prosperity theory in national poverty alleviation and development, and also discourses the inevitable mission for first rich region-Guangdong to undertake the exploration of actualizing the first riches to help the others. The second parts, reviewing the process of poverty alleviation and development in Guangdong province, summarizes its experiences and analyzes new issues faced by "Double to" poverty alleviation model. The third part, aiming at above-mentioned issues, puts forward useful countermeasures and proposals, by tracking and researching the issues in the poor areas and analyzing the reasons to find out solutions, meanwhile to expand energetic effects of "Double to" model against poverty in Guangdong province, or even pave the way to have a demonstration effect throughout the country.
