Poverty problem has been existed for a long time, and it has become the important factor which restricts the rural economy and social development and the overall completion of well-off society. Rural poverty alleviation problem changes as the social condition and rural realistic poverty condition’s change. Poverty alleviation’s improvement and innovation are also affected by the society and rural development and change. Poverty alleviation itself is neither good nor bad. However, whether it can meet the demand of poor areas and poor people, and help them go from poverty to wealth is very important. China has explored a variety of patterns of poverty alleviation, and has made great achievements, which has already accredited by the International society and domestic public. However, these patterns also have problems more or less. With the change of China’s rural poverty problem, rural poverty presents all kinds of complex situations. Innovation and improvement meet the poverty alleviation that under the new time and new situation, and plats an important role in advancing the poverty alleviation and achieve results.The cause of rural poverty is very complicated, there are historical factors, but also practical factors; natural factors, there are artificial factors; economic factors of system, but also the political institutional factors. But the analysis of the causes of rural poverty in poverty reduction process and play a decisive role, because only the accurate to antidote against the disease, and the disease. This paper analysis the cause of rural poverty from the history, natural environment, humane, policy and market economic factors; and analyzes the four stages of historical development of poverty reduction in China, and analyzes the shortcomings of the traditional mode of poverty alleviation.According to the Guangdong province "double " poverty alleviation model as an example, analyzes the background of this model and its operation pattern, also analyzes the mode innovation and existing problems, and tries to provide reference for the construction of the new pattern. The author thinks, poverty alleviation is the joint responsibility and obligation of the whole society, the social from all walks of life must change the poverty concept, combined with the community, integrate various resources, establish the funding mechanism widely and strictly prevent leakage and loss of funds, set strict project selection and approval system, improve internal supervision and external supervision channels, lay the foundation for poverty alleviation work efficient. However the socialization mode of poverty alleviation in the final analysis is a non-governmental organization wide participation of all sectors of society, in promoting poverty alleviation work can play a greater role than the government, but to improve the social system still need to coordinate and promote the governmental establishment.The government needs to provide active support for the socialization of poverty alleviation, help them solve problems they can’t coordinate, and dare to assume their social responsibility, and actively develop and perfect social system, and vigorously promote the social endowment insurance, compulsory education, health and other aspects of the system construction, in the rural areas and gradually built a complete social security system, to realize the unification of urban and rural.
