With the rapid development of science and technology, media technology has b een speeded up. The Internet breaks the traditional single media monopoly and cont ributes to China’s media forms and multiple situation. Based on extensive use of the Internet media marks mankind has entered a new era of media. The characteristic s of the new media are fragmentation, permeability, high-impact features.At present, our country has entered a crucial stage of reform and all walks of life showed a high degree of differentiation. The social transition period, frequenc y, scale, the spread of the influence of various crisis events is far higher than that o f the traditional society. There is a higher request to civil servants ruling ability an d the ability of crisis management. The media is becoming an important administra tion platform and important ruling resources. The government and civil servants se t the agenda, and communication with the public, leading public opinion, policy ques tions, to solve the crisis, and then reach a consensus, perfect administration, and pro mote the harmonious development of society through the media. Improve the abilit y of the majority of civil servants dealing with the media, learning how to govern through the media is imperative.This paper adopts literature review method and case analysis method to gives its analysis on the existing problems of civil servants’media literacy. Summed up three major issues:lack of rational understanding of the media, misconduct and i mproper language constantly, lack of ability to network governance. And makes a analysis of the characteristics and contributing factors of the issues then put forwa rd the civil servants’ media literacy promotion path. Firstly, to establish viewpoint of govern for the good of the people. Secondly, correctly handle media relations. I ncluding finding the most appropriate location of media and strengthen the ability of media public relations. Thirdly, learn to be good at media management. Fourth ly, Strengthen the network administration and make sure of opening of government affairs and accelerate the construction of network administration platform Network administration, use the media to avoid risks. Fifthly, strengthen media literacy ed ucation of civil servants, carry out media literacy training and teaching activities, t est media literacy as major items of performance evaluation in the assessment proj ect.
