A Research On The Way For Chinese Scientists Participating In Public Policy Formulation

Scientists use their professional knowledge to participate in public policy formulation,it can effectively compensate for the defects such as imbalance, lack of governmentinformation, and it plays a vital resolve the current social contradictions effectively andachieve the goal of national strategy. In the key period of economic social transformationin our country,with the rapid development of science and technology, social economy andinformation, globalization,the extent of the scope, scale and complexity that governmentdecision-making activities involved in have reached unprecedented levels. While way andform responsibility scientists involved in public policy making will directly affect the theeffect of its participation in public policy. As a result, scientists in government decisionsshall bear the corresponding scientific responsibility and social responsibility. Based onthis, this article regards scientists’ public policy making way as the research object withthe methods of case analysis, comparative analysis, analyze scientists’ way to make policyin China and the United States and then compare the differences and similarities. I thinkscientists’ way of involving in public policy formulation in China channel is relativelysingle, lack of responsibility, lack of corresponding institutional guarantee, and itscredibility is relatively low. On the basis of this I put forward countermeasures toeffectively participate in public decision-making scientist in China: the government shouldbe guided by the scientists’ brain and think tank development formula in the United States,and complement each other, and combine with the relations between current situation ofscientists in China,the government and the public, and establishment of decisionconsulting system, we should encourage scientists to participate in public policyformulation, assume corresponding responsibility, optimize the way scientists to engage inpublic policy making to establish the corresponding mechanism, perfect the relevant lawsand regulations, promote the formulation of public policy more scientific and effective.
