Research On The Participation Of Chinese Folk Think Tanks In Public Policy Making

Think tanks originated in the United States,it is considered to be ranked following only to administration,legislation and justicial,and some scholars call them the "fourth power".As an "external brain" independent of the government,it plays an increasingly important role in public policy making.Since the reform and opening up,China's economic strength has been greatly enhanced.Up to now,China has gradually formed the think tank system dominated by official and semi-official think tanks and supplemented by private think tanks.However,based on the current reality,China's folk think tanks have not fully achieved effective participation in the process of public policy formulation,besides they have not been able to play their due role and find a balance point where their roles should be located.Starting from explaining the basic concepts of folk think tanks,the thesis integrates the needs of private think tanks for policy participation after the premise of summarizing the social background of China's think tank development,combining relevant theories such as pluralism theory,elite theory and technocracy theory.On the basis of theories,it sorts out the history of China's folk think tank from the beginning to the rapid development,and divides the development process into three stages.Then,based on the "China think-tank development report 2017" issued by the Shanghai Academy of Science&Technology,the thesis makes necessary clarification on the current development of the folk think tank,and discusses the methods,specific procedures and effects of participation in public policy's formulation.Afterwards,Dataway is selected as a typical case.After a comprehensive introduction of its establishment background and development process,this thesis demonstrates the role played by Dataway in the public policy making at present,and points out the shortcomings and defects in its participation in the policy making process.On this basis,first of all,the experience of American folk think tanks in policy making is summarized,which is expected to enlighten the future development of our country's private think tanks,and then the difficulties and problems faced by our country's folk think tanks in the process of participating in the policy formulation are expounded one by one,including the incompleteness of the public policy consulting market and the low level of research on the policy of the folk think tank,the lack of influence and other difficulties in the process of policy participation.Afterwards,the causes of these dilemmas are analyzed from both internal and external aspects.In view of the problems and obstacles encountered in the formulation of China's folk think tanks,proposing solutions and measures to promote the further development of China's non-governmental think tanks and enhance the strength of policy participation from the perspectives of building social awareness,building public policy making system,management system of relevant departments,and internal mechanism of think tanks.At the end of this thesis,the basic content structure of the thesis is highly summarized,and it is hoped that the above research could provide some useful reference and experience for the development of China's folk think tanks,make a careful analysis of the deficiencies of this thesis,and make a reasonable prospect for the future road of China's folk think tanks.
