With the systematical advanceand continuous development of political reform and socialization in recent years,the role of think tanks in public policy making has been increasingly recognized by China.As well as the effect of think tanks's consultation and advice on public policy.especially in the process of dealing with the relations among political parties,government and social.The development of think tanks has gradually become a symbol of the soft power of a country.The formulation of public policy concerns all aspects of the political economic society.The quality of policy directly determines the effect of implementation.Think tanks are the institutions that specialize in government policy and provide advice for policy formulation,which can improve the science and effectiveness of government in policy-making.In the past decade,the number of think tanks of China has soared,jumping the second in the world.The domestic think tanks also gradually began to actively participate in the public policy research.There has a positive influence for completely carrying out and realizing the scientization and democratization of public policy.However,the development of Chinese think tank is not perfect,The study of the think tank started late,further more,a majority of the researches focused on the theoretical level.Many aspects and boundaries are blurred,different types of think tanks are subject to various conditions in the process of actual participation in policy-making.Meanwhile,there is a large gap with the United States,Netherlands and Japan,whichdevelop perfectly in the aspect of think tanks.Chinese think tankdidn't play its comprehensive duein public policy-making.Therefore,it is necessary to make further researches and analysison the process of think tanks in making public policy,so that we can find valid measures to resolve the dilemma.The content of the paper is as follows:first,the first two chapters lay the theoretical foundation for this article,the introduction mainly includes research background and significance,domestic and foreign research review,research ideas and research methods,innovation points and deficiencies,Then it comes the concept of public policy making,think tank and their relationship;Secondly,it introduces the current situation of Chinese think tanks in public policy-making,analyzes the problems and reasons;Meanwhile,chooses some cases of other countries 'think tanks to summarize their excellent experiences to reference.Finally,put forward practical advice from the government,think tanks and the society view for existing problems.
