On The Study Of The Policy Agenda Of Technical Investigation Applicable To Relief Of The Suspected Infringed Missing

Technical investigation is applicable to relief of the suspected infringed missing, which can provide more effective public aid for the suspected missing people; can better promote the basic public products service ability of Chinese Public Security Bureau which should garantee the peace of the people. However, technical investigation policy is seperate from policy of relieving the suspected infringed missing in reality. According to the American scholar John W.Kingdon’s theories about the multiple-streams framework, the paper analyzes the existing technical investigation policy and the policy agenda of relieving suspected infringed missing, which provides a basis for further discussion on the application of technical investigation to relief of the suspected infringed missing. These are of certain significance to improve the relieving environment of the suspected infringed missing.This thesis is divided into five parts. The first part generally introduces the origin of the issue, the theoritical basis of topic, research purpose, the theoritical meaning and realistic meaning of the research, data collection, research methods, etc. The second part involves the relevant concepts and theories. It mainly introduces the definition and characteristics of technical investigation, the definition of the suspected infringed missing, the definition of the policy agenda. John W.Kingdon’s theories about the multiple-streams framework is particularly introduced. The third part analyzes the application of technical investigation, as a potential policy agenda to relief of suspected infringed missing. In this part, the existing technical investigation policy and background and the evolution of process of relief of the suspected infringed missing is firstly introduced. Then on the basis of the theory of the multiple-streams framework, the two aspects of the policy agenda is anlyzed from four aspects, and finally on the foregoing analysis, by using the theory of the multiple-streams framework, the feasibility of technical investigation to relieve suspected infringed missing is discussed. The fourth part, according to the theory of the multiple-streams framework, covers the unfavorable factors of raising technical investigation as the formal policy agenda to relieve the suspected infringed missing to rise. The fifth part explains the state of technical investigation which is applicable to relief of the suspected infringed missing and sums up the applicability and characteristics of multiple-streams in the field.This paper adopts a combination of literature review, case study, normative analysis and empirical analysis to carry out a research on whether the policy agenda of technical investigation is applicable to relief of the suspected infringed missing.
