An Analysis Of The Policy Agenda Setting For The Bullying Policy Of China's Campus

The problem of campus bullying has been around for a long time in China,but it has not been valued by society.In the early days,people only regarded this phenomenon as a slap between children,and did not pay attention to the harmfulness.With the improvement of ideological consciousness,the public realized that they cannot simply treat the bullying problem on campus as a mischief among children.They should handle this problem carefully to promote the healthy growth of children and maintain the safety and harmony of the campus environment.This article focuses on the campus bullying problem.After consulting a large number of documents and online reports,the 35 typical campus bullying events are used as the entry point,and the multiple-streams theory is used as an analytical framework to explore the process of the campus bullying governance policy agenda?First of all,this article summarizes the research achievements of domestic and foreign scholars in the three aspects of policy agenda,multiple-streams theory,and campus bullying,and expounds related theories and concepts:it explains the meaning of the policy agenda,and points out that the policy agenda is divided into the media agenda and the public.There are three types of agendas and government agendas.The construction mode of the policy agenda is divided into four types:external founding mode,mobilization mode,internal founding mode,and multiple-subject interaction mode.Analyze the problem source,policy source,and political source in the multiple-streams theory,and point out indicators,focus events,feedback from current projects,and budget will affect the identification of problems;the policy recommendations made by the policy community constitute the policy source,and the technology is feasible The acceptance of sex and problem-solving measures will affect the acceptance of policy recommendations by policy makers;national sentiment,the change of government,and competition between interest groups constitute political sources and also affect the opening of policy windows;in policy companies Under the softening action of the family,the three sources were successfully combined to promote the issue to the policy agenda.Analyze the meaning and characteristics of campus bullying,the formation of campus bullying events and the evcolution of our country's campus bullying governance policy.Secondly,the multiple-streams theory is used as the analysis framework to analyze the agenda setting of our country's campus bullying governance policy.Indicators,feedback on campus bullying issues,and focus events constitute the source of the problem;policy recommendations around campus bullying issues constitute the source of the policy;changes in national sentiment,the idea of the ruling party,and management authority constitute the political source;With the policy window of the two sessions of the National Conference in 2017,policy entrepreneurs actively carried out lobbying and other softening actions,successfully pushing the issue of campus bullying to the policy agenda.Finally,refine the policy-making strategy in the process of setting up the bullying governance policy agenda of the campus,including:attaching importance to the source of the problem,identifying policy issues;Pay attention to policy sources and give play to the role of functional departments;focusing on the source of the political,focusing on the public opinion;tightly locking the policy window,Promote the convergence of sources and flows;Progressive decision-making,improve public policies to ensure smooth operation of policies.
