Research On The Internet Involvement In The Policy Agenda From The Perspective Of Multiple-streams Theory

Policy agenda as the first step of public policy,play a critical role in the whole policy process.It indicates that policy makers pay special attention to some issue from a number of social problems,and policy discussions will be filed against this issue,decide whether to issues into policies.With the development of Internet in China in the ascendant,Internet Involvement become a new way of expression for the contemporary Chinese people to present their appeals and offer their suggestions.Along with the gradual expansion of the Internet involvement in the breadth and depth,sometime,citizens can use Internet to make what they consider are important issues into social public problems,so they have an unprecedented impact on the policy agenda.Therefore,this paper choose the Internet involvement on the policy agenda as a starting point and analysis how the social issues cause the attention of policy makers,and what factors and subjects play a role in this process.Based on analyzing the background and the current status of the Internet involvement on the policy agenda,under the frame of the multiple-streams theory,the paper analysis the problems in the question origin,policy origin and political origin of the current China’s policy agenda,then detailed in the combination with the “Action Plan on Air Pollution Prevention and Control”during the final introduction of the role played by the Internet involvement for the formation of the three origins,and the influence of each different origins in the play,thus learn more about the advantages of the Internet involvement.Meanwhile,compared to similar cases why social problems ultimately unable to enter the policy agenda to promote relevant policies,so that can make some beneficial suggestions for the realization of the Internet involvement in the policy agenda of origin coupling.Specifically,this paper mainly divided into the following several parts:The introduction section outlines the background and significance of this dissertation,summing up the Internet involvement as well as domestic and foreign scholars to the policy agenda in relevant research,then through the definition of basic concepts and related theoretical basis is introduced,thus determine the object of study,ideas,frameworks and possible innovation and deficiency.The second part,analyzes the current situation of Internet involvement in the policy agenda,considers the development of Internet technology,the lack of traditional participation way and the increasing public awareness of the citizens is the background of the Internet involvement.While the government websites,network BBS and micro-blog is the main platform of Internet involvement.And in accordance with the year of 2010 to 2014,the Internet involvement in public events directly or indirectly impact on the policy agenda is further underlined the influence of it.The third,fourth and fifth parts,use the Multiple-Streams theory as the analysis frame,summarize dilemmas of Chinese policy agenda in the question origin,policy origin and political origin, compare and analyze the influence factors of success in each origin from the “Action Plan on Air Pollution Prevention and Control”,and find the Internet involvement promot these origins,make the elements of the question origin related to the problem rapidly understand by the community,and promote the diffusion of the policy options in the policy origin to allow more people to concern,stimulate the national mood of political origin so that form a huge pressure of public opinion.Finally,according to the coupling of multiple streams of policy conditions,compare multiple streams to achieve the coupling differences did not achieve coupling over the years with the air pollution related policy agenda,and propose advice to optimize the origin of the coupling through Internet involvement in the policy agenda.Such as:we should concern the question origin and timely identification of policy issue;rich policy origin and build a decision-making structure diversification;stick closely to political origin and create a favorable atmosphere.Meanwhile,this paper propose the formation of the policy agenda,the Internet involvement is the driving force,we should take a rational and scientific view of it and use it in correctly.While the most important is that,in China,political origin is the maximum force on the policy agenda.
