Study On The Policy Agenda-Setting In The View Of The Multiple-Streams Theory

The public process had been raised for a long time,but in China we paid attention to the decision and execution,and overlooked the importance of the policy agenda as the Pre—decision.Policy agenda as the initial stage in the public process decides whether the problem can enter into policymakers' scope and come into policy agenda.The optimization of agenda-setting is important to alleviate social contradiction and maintain social stability.In the establishment of the public agenda,many theories were produced.The multiple —streams theory which was established by John W.King Don is one of them.The multiple —streams theory is special to explain policy agenda and is composed by problem stream?policy stream?political stream and policy windows.They promote problems into governmental agenda.But the multiple —streams theory came from America,because of different system,which may be applied to analyze our public agenda and maybe not.We should not cut our feet to fit our shoes.On the contrary,we can suit it to our conditions to analyze our policy agenda's setting.As a heated debate,the comprehensive Two-Child problem had been decided by The Eighth session of the Fifth Plenary.Now,the public thinks about whether to have the second child and how to improve the policy.However,few people considered why the comprehensive Two-Child policy passed through in The Eighth session of the Fifth Plenary.As a major policy of nearly affecting 1.38 billion,will it be produced because of many people's calling for? Despite the comprehensive Two-Child policy was proposed,many people didn't know how the policy came out.At the same time,many problems need come into policy agenda.According to this condition,the paper introduces the framework of our policy agenda in the view of the multiple—streams theory with the comprehensive Two-Child policy for example.At first,we analyze the applicability of the theory and introduce this framework.The second,the paper introduces the comprehensive Two-Child policy.Then taking the comprehensive Two-Child policy as an example,we analyze our country's policy agenda—setting.Lastly,the article tries to from expanding the source of the problem stream?paying attention to the role of the policy stream?keeping an eye on the change of political stream and promoting the policy window open to perfect our policy agenda setting.I hope they can be useful for problems to come into policy agenda and the problems can be resolved.
