Innovation Of Social Management Study From The Perspective Of Contractual Governance

China’s current period of social transformation, highlighting various social contradictions,social management innovation has become the focus of attention of the whole society. Thechanges of social structure, urban-rural dualization, make the emergence of a large number ofvulnerable groups in our country. Problem teenagers as a vulnerable group of China’stransition period, many shortcomings and problems appeared on the management, theadolescent social education work needs the government, enterprise and civil societyorganizations to participate in.In the past, social assistance and education of young people in China, still mainly dependon the pattern of justice department’s vertical specialization and responsible for theirrespective. The introduction of contractual governance aims at the innovation of socialmanagement, social assistance and education among young people carry out the work to payattention to the use of market mechanisms, emphasis on establishing the operation of thesystem of norms and effective consultation, negotiation, contract mechanism to encourage theparticipation of adolescents is formed between the main body of social education efficient,competitive and orderly operation mode. But the application of contract management inadolescent social education work is not obvious. Our country’s government functiontransformation is incomplete, civil society organizations on the whole development are notfully, there still needs time to build the social corporate responsibility.In this paper, the study of adolescent social assistance and education management mainlyfrom the contract theory of governance, analysis of the current status of problem youthassistance and education. By means of the empirical case to found the problem in order toexplore the strategy of adolescent social assistance and education management, so as to usingthe optimal leasing arrangements to promote the effective competition of the educationmanagement, improve the teenagers education service performance, so they can return to thesociety smoothly.
