Study On Development Of Chinese Charitable Assistance From The Perspective Of Social Governance

Since the 1980s, the development of Chinese charity gradually get the government’s support and encouragement. With the transformation of the government’s role and the development of folk charitable forces, the independence and non-governmental characters are increasing gradually. However, charitable assistance projects still exist some problems, for example, policy implementation does not reach the reasonable position, lack of independence and low assistance efficiency, which needs to play the charitable assistance’s role of guidance and control. Therefore, aiming at the problems existed in the process of charitable assistance to better improve charitable policies becomes a key link to promote the development of philanthropy. In November 2013, the Third Plenary Session of the 18th Central Committee put forward the transformation from social governance to social management, and stimulating the social organizations’vitality. Under the guidance of the government, it is very important to deal with the government and charitable organizations’relationship correctly. On March 16,2016, charity law by the National People’s Congress has passed and will come into forces on September 1,2016, which reflects country attaches great importance to the charity policy.This paper, from the perspective of social governance, mainly uses the method of literature research and field research. By gathering domestic and abroad material about social governance and charity assistance policy,including the related theory and research works; relevant national policies and regulations in the new period; details of all kinds of charity and related industry site rescue information resources and so on, we can provide theoretical reference and guidance for this paper research. And in October 2014-October 2015,Ⅰ conducted in-depth semi-structured interviews with the persons who benefit in the process of policy implementation. This will evaluate the effectiveness of charitable assistance policy formulation and implementation. By the analysis of the specific content, implementation effect and deficiency of charitable assistance policy,we can discuss the important ways to improve the Chinese charitable assistance policies and methods. These are speeding up the charitable legislation and legal construction, perfect the legal system of charity, strengthening the construction of ability to raise funds and improving the ability of project operation, such as ways to promote the development of charity organization itself. Charitable assistance structure optimization and the innovation of methods to promote charity assistance efficiency can improve the efficiency of charitable assistance, which can realize good interaction of charitable assistance and public assistance. What’s more, it will further speed up the construction of a harmonious society.
