In the21st century, mental illness ranked first in the total burden of disease,accounting for about20%of the total burden of disease. Due to the development ofeconomy of our society, the increasing needs of public mental health, and highdisability of severe mental illness, the Chinese government attaches great importanceto mental health, and strengthens the management of severe mental illness fromperfect legislation, policy development and other aspects. Strengthening severemental disease management, prevention and treatment of mental illness have a veryimportant significance for preventing and reducing the incidence of troublemakingevents and ensuring a comprehensive, coordinated and sustainable development andbuilding a harmonious socialist societyHaidian District, as one of the main districts in Beijing, has particularly oneroustask for protecting public health. The management of severe mental illness is anessential part of the public health safeguard, which plays a pivotal role. Severe mentalillnesses not only seriously damage the patient’s physical and mental health, but alsobring a heavy burden to the family and society because of the high prevalence, highrecurrence rate, and high morbidity. In addition, the accidents caused severe mentalpatients have become an important public health problem and a prominent socialstability.This study reviewed the management of severe mental illness, the role ofgovernment. Haidian District is taken as an example. Theoretical analysis andknowledge of public administration are used to analyze the functions positioning,policies and regulations, and specific management measures of local government.This process can discover the problems and shortcomings. According to the practicalsituation in Haidian District and the characteristics of severe mental illness, severalsuggestions are provided to develop the scientific management of severe mentalillness, improve and develop the mental health service system, and allocate the healthresources rationally.
