Cyber-economy becomes the main economic growth point.Cyber-economy brings great changes to the social structure, at the same time, also bringcomplex social problems. These problems, however, raise a higher requirement for publicmanagement. Because it needs a more and wider democratic participation, and at the sametime, a high-level social democratization. Looking back on the rise and prosperity of theIndustrial Revolution, the emerge of “bureaucracy” take it into effect. But after the SecondWorld War, the traditional governmental management and the governmental theory’sweakness emerged. Such as, the government’s labor efficiency, the increasingly right ofgovernment officer decision, the cost of governmental management, the bad attitude of publicservice and the bureaucracy of the governmental officers. All these become the concern ofpeople. Some problems even bring conflict and the government lose its functions. Just likewhat the famous learner David Osborne and ted Gaebler said:“The bureaucracy, whichdeveloped in the Industrial revolution time, focus on the regulations and rules, become awaste of resources and lose of efficiency, it cannot work in the information time in1990s.”The root for these problems is the traditional public management mode. So, the reform ofpublic nagement mode means deeply on the change of governmental function in order tomake it match the market economic management. So, the e-governmental business emerges.E-governmental business can bring reform to the traditional governmental structure, theprocess of governmental business and thinking mode, so as to realize the modern governmentand service-oriented government and reforming government. Although the e-governmentalbusiness is not early adopted by the Shijiazhuang government, it develops fast, soon it will beadopted and it will develop in the different levels of Shijiazhuang government. That is to say,the process of the development of Shijiazhuang e-governmental business is also the processfor the change of public theory and function of government. When Shijiazhuange-government come into use, it develops fast, but there are also some problems, such as, thelegislation for this field is late, the concept is not clear and the application is at a low level. This paper not only analyzed the practice of e-governmental business in America, Canada,Britain and Singapore, but also the existing problems in Shijiazhuang e-governmentalbusiness. The author suggests that people must change their concept, make related regulationsand technical standards, perfect the satfy system and monetary system, establish reasonablegovernmental structure, train the person who specialized in this field, etc. These suggestions,however, can provide some new concept for the establishment of Shijiazhuange-governmental business, which is the aim of this paper.The paper contains four chapters. Chapter One gives a guide of the domestic and overalldevelopment of e-governmental business, and summarized how the e-governmental businessin American, European Union and some of the Asian countries influenced our country. PartTwo mainly looked back on the development and existing problems of Shijiazhuange-government business, and illustrated some of the key points in its development. Part Threemainly analyzed the main problems in the Shijiazhuang e-governmental businessdevelopment, such as the governmental function reformation, the raise of the quality ofgovernmental officers, the bad arrangement between governmental departments, and themisunderstanding of the governmental safety. The author also analyzed and explored thecause and effect of the governmental safety problem. Part Four suggested that its time tochange the concept, make the regulation and technical standards and perfect the social safetysystem and monetary system, establish reasonable structure and train the specialists on thebasis of the analysis of Part One to Part Two. The author also give advice how to deal with thelow level of Shijiazhuang e-governmental business problems.
