Studies Of The Governmental Administration Of Universities And Colleges Under The Governance Theory

In the second decade of the21st, the further development of economy and deep transformation of society, have made a challenge for the governmental administration, and the governmental administration has been improved in higher education, especially in public universities and colleges. Therefore this thesis dedicates to probe into the governmental administration of universities and colleges under the Governance Theory.Governance Theory is a mature and wide-applied theory, and it appeals to the transformation of the administrative function, highlights the market effect, emphasizes the participants of social force, such as non-governmental organizations, and it attempts to establish a new situation of management which multivariate participants can take part in. It conforms to the present development of higher education, that arguments of governmental administration with Governance Theory. In the arguments of status in the governmental administration, this thesis points out five problems in administration:governmental monopoly on administration, the single method of government administration, the non-perfect system of universities which induces to the abuse of the autonomy, the lack of governmental afford to the non-governmental organizations, and the absence of good cooperation between government, universities and the non-governmental organizations in administration. In the analysis of the reasons, this thesis generalizes and points out three reasons with Governance Theory as follows:first, the administration of universities lacks various subjects to participate in; second, each of participants lacks enough capacity to take part in the administration; third, the effect mechanism is lacked in administration, and each aspect is analyzed clearly in thesis.At the same time, this thesis analyzes the experiences of developed-country governmental administration of universities and colleges, and summarizes the successful experiences for our governmental administration as follows:various subjects should participate in administration; each participant should use its advantages in administration and participants should carry out effective cooperation with each other. In the aspect of method to solve the problems, combined the Governance Theory, this thesis gives five proposals as follows:first, government should decentralize its authority to achieve various subjects to participate in; second, government should improve its capability of administration to universities; third, perfect the system of the administration about universities; fourth, support the development of the non-governmental organizations; fifth, develop a partnership between participants in administration.
