After the 18 th Communist Party of China National Congress was convened,the Central Committee of the Party made a judgment that "China's reform has entered a critical stage and deep water zone." It is foreseeable that for a long period of time in the future,our society will need to solve difficult hard bones.Different kinds of emergencies will happen from time to time,which expose many deep-rooted social contradictions and problems,and the situation which the general public solve problems through the way of petition letters is becoming much more serious.In October 2019,the Fourth Plenary Session of the Nineteenth Central Committee of the Party reviewed and passed the Decision of the Central Committee of the Communist Party of China on major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the country's governance system and capability.And it was also required to "enhance the capacity to use the thinking and methods of the rule of law to deepen reforms,promote development,resolve conflicts,maintain stability,and respond to risks." As an important part of modern society,colleges and universities are not only the most important places for the education and cultivation of high-level talents in China,but also an important link to ensure the improvement of national governance strategies in the education field.In consequence,it is of great practical significance to carry out petition letter work in colleges and universities keeping pace with the national strategy.And it is also an important guarantee and necessary requirement for realizing the modernization of the governance structure and capabilities of colleges and universities and establishing a world-class university.On the ground of reviewing the development history of petition letter in colleges and universities,this thesis makes a conclusion for the current situation of petition letter works in C University.By means of a real case,a series of difficulties confronted by petition letter works in C University are described,such as the continuous rising in the number of petition letters resulting a long processing cycle,the large process risks which caused by the intertwining and superposition of the internal problems of the university and social conflicts,long-term entangled visits which are more difficult to resolve,insufficient authority of petition letter institutions in colleges and universities who are inadequate to end difficulties,a small number of petitioners who are inconsistent with judicial ways to resolve issues,lacking handling basis for petition letter works of special prominent intellectuals,and having almost no means to prevent group petition letters in colleges and universities and so on.After analysis,it is considered that the reasons for the great difficulties in the petition letter work of C University are mainly owing to three aspects by the author,such as the inadequate institutionalization of the legalization of petition letter work in colleges and universities,much more restrictive factors on petition letter work in colleges and universities,and the construction of petition letter work in colleges and universities.In contrast with the experiences and enlightenment of some of the more successful fraternal colleges and universities in China,they usually have advancedpractices which are worth learning in terms of top-level design,system construction,or participation of the general public or job transparency.According to the role of "safety-valve institution" of petition letter work in social conflicts,the author regards that for the purpose of solving the current difficulties of petition letter work in colleges and universities,we should also obey the theory of "safety-valve institution",improve the construction of petition letter system in colleges and universities,build a "safety-valve institution" operating mechanism,optimize the internal management mechanism in colleges and universities to ensure the pressure relief effect of the "safety-valve institution",strengthen the publicity and guidance of petition letter in colleges and universities to prevent pressure gathering of the "safety-valve institution",and improve the work level of petition letter in colleges and universities so as to avoid the failure of the "safety-valve institution" etc.four breakthrough directions.All in all,it is hoped to provide some useful references for the development of petition letter work in colleges and universities in the new era.
