Since administration of the university has gradually become the main factors restricting the development of colleges and universities twenty-first Century. At present, administrative organizations and academic organizations coexist in Institutions of higher education. Administrative power and academic power coexist. An important sign of the institutions of higher learning is different from other social organizations. The administrative system in higher education institutions is in accordance with the provisions of administrative management to the operation of development. The principle of academic freedom that colleges and universities and its development law are incompatible. It can be said of institutions of higher education administration is the important factor of restricting the healthy development of Higher Education. The soul free from bureaucratic constraints of Higher Education.This is the most important to the administration of the institutions of higher learning.
