Research On The Current City Calamity Mitigation In China

The city is not only the center of the national economy, culture, politics, science and technology, but also the bearing of natural and man-made calamity, once suffered the loss is tremendous. All kinds of disaster and crisis in large cities have challenged the safety of the city. In the era of globalization, calamity reduction management ability has become a big indispensable management skill.This paper start with the concept of city calamity, studies the characteristics of city calamity and its reasons, analyses the development trend of city calamity and serious harms, then does a thorough study of the current situation, problems and their causes of the city calamity. Then put forward rationalization proposals for improving city calamity reduction. The main problems in city calamity reduction are as follows:the standards system is imperfect; the management of city calamity reduction is lack of systematic; the calamity insurance system development is lag behind; the management ability of government in risk control and emergency is insufficient; the single government behavior weakens the other reduction resources. The main reasons of these problems include:the city government’s concept and consciousness of comprehensive calamity reduction is insufficient; the city implement intersected calamity reduction system; the legal system construction of city calamity reduction is lag; the city government’s calamity reduction capacity is insufficient; the calamity reduction education is insufficient. To solve these problems, the paper comes up with the following specific suggestions:improving the level of city calamity reduction planning and resistance; establishing and perfecting the comprehensive coordination system, carry out comprehensive calamity reduction; strengthening the legal safeguard function in the city calamity reduction; perfecting the city disaster risk prevention and control system; strengthening risk awareness and establish a rational city calamity reduction education system; promoting community construction, strengthen the grassroots comprehensive calamity reduction capacity.
