Studies On Community Comprehensive Disaster Reduction Work For The City Of Shenyang

Disasters are one of the most important factors which affect not only people's life but also social and economic development.As is known to all, Community is the basic unit of society, Once a city suffer in disasters, Community residents are not only in disasters directly, but also the body of the fight against disasters. Therefore, the community comprehensive disaster reduction contains important significance.This paper starts with the concept of comprehensive community disaster reduction, studies the characteristics and types of the disasters in Shenyang. Based on extensive field research, this paper does a thorough study of the current situation, problems and their causes of the community comprehensive calamity reduction. This paper puts forward rationalization proposals for improving community calamity reduction. The main problems in community calamity reduction are as follows:Personnel allocation problems in work, and community residents' awareness and skills in comprehensive disaster reduction need to improve, and community participation subjects are single, comprehensive disaster reduction is lack of technical support, etc.The main reasons of these problems include:Community work responsibility system does not contain community disaster reduction; Community disaster reduction education and practice is not enough, main body participation is insufficient, the government adopts a division system of disaster mitigation. To solve these problems, the paper comes up with the following specific suggestions:The government provides guarantee for community disaster reduction, improve the level of community comprehensive disaster mitigation planning, establish the comprehensive disaster reduction system, perfecting the risk prevention and control system, establish and improve the coordination system of community-based comprehensive disaster reduction, cultivating comprehensive disaster reduction culture, so as to promote the level of Shenyang community integrated disaster reduction.
