I think through sound aid legislation, making aid work of natural calamity institutionalized, standardized, systematized in the form of legal norm, giving it authoritativeness and mandatory power, making preventing the calamity, aid in calamity and resuming founding after calamity have legislative basis, this is the important route of ensuring the basic life benefit of the victim of the disaster and safeguarding social stability in accordance with the law, is concrete embodiment and must be required in administering the general plan of running the country according to law and building the socialist country governed by law.
