The promotion of youth employment and entrepreneurship is an important mission and responsibility of the Communist Youth league. How to reduce the rate of youth unemployment, increase youth employment rate, enhance the quality of employment, to achieve new breakthroughs in employment work of the youth has become an important issue to solve the current.In this article, the author bases on the theory of public management and human capital, from the two aspects of policy basis and practical measures for concluding the situation of Panjin City, the Communist Youth League Youth Employment Service work. Selected as Xinglongtai District of Panjin city the research region,uses the questionnaire survey and interview survey method. It is concluded that the communist youth league youth employment entrepreneurship work problems:Youth employment and entrepreneurship concept stagnancy, Youth entrepreneurial start-up financing difficulties, Youth training participation is not high,Youth employment and entrepreneurship environment is not sufficient, from employment preparation and employment mentality, job search path and employment service of the cognitive evaluation, entrepreneurial attitude and entrepreneurial practice three aspects. The article then makes a profound analysis of causes, on the basis of the analysis of the problem and in the research and the reason, binding on the part of youth targeted interviews to verify, from the organization, the Communist Youth League on the youth of guiding, education, service four aspects, proposed has the practical significance to strengthen education and guidance, broaden investment channels, improve the training system, optimizing the social environment four aspects of suggestions.This task based on the perspective of the Communist Youth League, the Youth League in the search for youth employment and entrepreneurship in the process to play the responsibilities and functions of the problems, combined with Contemporary Youth League work experience, on this basis puts forward suggestions and measures more effective.
