Civil servants as the spokesperson for national image, their personal virtues andprofessional qualities directly affect the party and the government’s image in people’s heart.The particularity of civil servants determines its exemplary status in the society. If the civilservants are lack of excellent work ethic, it will bring huge negative effect throughout theentire state’s moral environment. In recent years, the Party Central Committee has done a lotto investigate and punish civil servants’ bad and illegal behaviors which shows our party andcountry’s strong determination of anti–corruption. In the situation of anti-corruption andbuilding an honest government, exploring civil servants’ work ethic construction and buildingexcellent work ethic has important practical significance for improving civil servants’ overallquality.Based on the study of domestic and overseas’ construction of civil servants’ work ethic,this paper combines questionnaire and interviews, conducts a research in325Ganzhou civilservants, analyzes the real situation of Ganzhou civil servants’ work ethic construction, toexplore our nation’s civil servants’ work ethic shortage, and this highly targeted suggestionsput forward as the basis for a rich theoretical foundation of civil servants’ work ethicconstruction.This thesis consists of four chapters. Chapter one, the paper sets out some theoreticalbasis, including the origin and significance of this study, summary of the study at home andabroad and study approaches. Chapter two analyzes the current situation of civil servants’individual cases’ work ethic construction, mainly from five aspects to discuss the situation.Such as civil servants’ overview of work ethic cognition, current situation of educationtraining, mechanism of assessment and monitoring, external environment and the situation oflearning from foreign experience. Chapter three summarizes the common problems exist incivil servants’ work ethic construction and analyzes its reasons. Chapter four givesconstructive advices and countermeasures to improve civil servants’ work ethic constructionfrom five strategies, namely enhances the institutional construction; builds the effective ethicstraining mechanism and the valid assessment mechanism; constructs a good externalenvironment and uses the good experience for reference reasonably.
