The team of civil servants is a major force in implementing various principles and policies,strengthening the Party's governance capacity.Grassroots civil servants are a key component of civil servants and serve as the bridge and linkage between upper-level civil servants and the public.Their qualities directly determine the overall level of civil servants and directly reflect the Party's governance capacity and management efficiency.Enhancing the qualities of grass-roots civil servants,and cultivating and training a team of high-quality,professional grass-roots civil servants are also critical measures to strengthen the Party's governance capacity and the prerequisites for enhancing the working efficiency of the government.Strengthening the building of grass-roots civil servants' qualities and enhancing their overall qualities have become the pressing practical demand.The improvement of grass-roots civil servants is a systematic,comprehensive,and dynamic process.The process of improvement should be examined from the two aspects of personal qualities and group qualities.We should take the improvement of personal qualities as the base point and strengthen the cultivation of personal qualities.While personal qualities have been improved,we should optimize the allocation of posts and reach the optimal effects of group qualities.Since the tax departments at the county and district levels are part of the grassroots civil servants,their qualities directly reflect the governance capacity and management efficiency of tax departments.Therefore,a high-quality grass-roots tax cadre team with firm political beliefs,excellent business skills,a good style,diligence and integrity,and unity and harmony is critically important to realizing the objective of tax management modernization.Based on the research on qualities,this thesis takes the cadres of the Tax Bureau of X District as the research object and considers the reality of the grassroots departments.Besides,the thesis adopts the form of a questionnaire survey and investigates and analyzes the qualities of civil servants in the Tax Bureau of X District from the five aspects of ideology & politics,intelligence,businesses,knowledge,and physical and mental qualities.Moreover,the thesis masters the quality status of tax cadre in X District,figures out the problems in the qualities of tax cadres,and finds out the reasons for such problems.Finally,the thesis formulates the paths for improvement,proposes such measures as rotation and exchanges,education and training development,and evaluation,continuously improves the paths for quality improvement,gives full play to the enthusiasm,initiative,and creativity of grassroots civil servants,stimulates the vitality of grassroots civil servants,and enhances the working quality and efficiency.
