That the Xiamen PX event, Dalian PX event, Ningbo PX event and Yunnan PX event,in addition with the Shifang environmental event and Qidong environmental event allow usto see the awakening of Chinese people ’s awareness of environmental protection. Thoseevents also shows us the defects in government decisions-making when considering thepublic opinions. While the people’s awareness of environmental rights is increasing, thegovernment is trying to make administrative decisions without public opinions. Thisenvironmental decision-making led to the people’s protests during the execution ofadministrative decisions and the government had to re-make the environmental decision tocatering the demands of public opinions. But this led to a new decision-making problem thatif the environmental decisions does not cater the most people’s demand, there will be aprotest to avoid it and the public opinions will be the only basis to make the decision. In orderto change this decision dilemma, to enhance the rationality of environmental administrativedecision, this paper analyzes the PX events from the perspective of public opinion, advisingto make differences to the public opinions and be prudent to treat public opinions whenmaking the environmental decisions. Also, this paper makes recommendations for improvingthe environmental decision-making from the mechanism of the Deliberative Democracy.This paper consists of four parts to studies problems between the public opinions and theenvironmental administrative decisions-making:The first part gives an overview of public opinion and environmental administrativedecision-making. By analyzing the definition of public opinion, the differences of the publicparticipation and this paper’s writing perspective, the definition, characteristics of theenvironmental administrative decision-making to grasp the public opinion and theenvironmental administrative decisions.The second part analyzes the necessity of treating public opinion seriously when makingenvironmental decision. First, it’s the inherent requirement of the Deliberative Democracy;second, it’s a way to realize the environmental justice; third, it helps the environmentaladministrative decision to bail out the defects.The third part analyzes the public opinions of the PX event, combined with the relevantenvironmental legal systems. By analyzing the different opinions of the PX event, to finallyhelp us to understand the nature and variety of public opinions.Based on that analysis to tell the defects of treating the public opinions when the government made the environmentaldecision in PX events.The fourth part provides recommendations for improving the reason of our governmentenvironmental decision-making when facing the public opinions. By making clear of thepublic opinions, improving the rational expressing of public opinions, this paper suggest tobuild a game platform for the citizens. Through this game platform, people with differentopinions can communicate and compromise to reach the final opinion for making theenvironmental decision, to prevent environmental decision-making from the traction of onlyone kind of public opinion and be more rational.
