The Plight Of China’s Environmental Governance Decisions And Countermeasure Research

The plight of China’s environmental governance decisions is reflected indemocratization, scientific and legalization. The emergence of problems in these aspects,in addition to the economic development mode, government system and environmentalmanagement system, is related to the decision-making process of environmentalgovernance. To promote the scientific, democratization and legalization process canbetter promote environmental governance decisions. In terms of decision-making process,democratic technology on basis of the guarantee democracy, its standardization,predictability, and operability etc can most contribute to promote the scientific anddemocratization of decision-making. Therefore, from the Angle of the democratictechnology to solve the plight of environmental governance decisions become a newchoice.The paper uses the method of literature research and comparative analysis from theperspective of public management to study the environmental governance decisions.Environmental governance decisions focus on "who" and "how" to make environmentaldecisions,"who" exercise decision-making power and "who" bear " what" kind ofdecision-making responsibilities, to realize the goal of good governance, economic growthand environmental social governance. This paper fromthe view of democratic technology, namely from decision-making body, decision-makingprocedures, decision-making rules, decision-making ways and method to makepreliminary discussion on democratization, scientific and legalization of environmentgovernance decisions,which hope for solving measures proposed from micro andpractical level. The point includes scientifically define the decision-making problem areaof environment governance decisions, divide and combine decision-making body ofenvironment governance decisions, scientifically assess the effect of environment governance decisions, set up responsibility system of environment governance decisionsand realize scientific and modernization of theory and technical methods of environmentgovernance decisions, etc.From the perspective of democratic technology to promote democratization,scientific, and legalization of environment governance decisions and solve the problems ofenvironmental governance decisions has incomparable superiority.
