After30years of rapid development, China has entered the stage of mediumincone, training of cadres in our party has gradually returning to scientific,standardized and institutionalized. Today, the world situation is undergong acomprehensive change, The complex situation requires newer and higherrequirements to the Party’s administration capability and the quality of cadres. Toadapt to the new change and new situation of the ways of the world, nationalconditions and the Party situation, large-scale training of cadres and greatlyimprove the quality of cadres have irreplaceable status and role in the constructionof socialism of the Communist Party of China characteristic. As the main position intraining, party school should play an important role in improving the theoreticalknowledge and the cultivation of Party spirit of our cadres. But with the popularityof the training market diversification and information technology, there is a certaingap between the training status of municipal level party school and cadres trainingneeds, the contradiction between relative shortage of training resources supplyand flexible training needs have become increasingly prominent in cadretraining. How to consolidate and enhance the status of the main channel of partyschool in the cadre training, enhance the level of party school cadretraining level, that is a important problem that need to be careful with in the cadretraining research. In recent years, Changde municipal party school has madeoutstanding achievements in the aspect of improving the training level, but there arestill some problems need to be further improved in the cadre training mode, trainingneeds investigation, talent cultivatin,etc.Changde party school did well on education and training of cadres. There weremany trainees and it had achieved good results based on the innovation of teachingmode. At the same time, there are also some problems during training, such as thedemand for research is not enough, training mode is not adapted to the need of cadres,training effect evaluation needs to be addressed, talent team construction should bestrengthened. The causes of these problems mainly lies in unscientific trainingconcept, system guarantee for training is not perfect, the talent managementmechanism is not reasonable, the main channel weakened position,etc.Therefore, based on the reference of foreign civil servant training experience and the advanced experience of domestic party school, this paper puts some suggestions toenhance the level of Changde cadres training and promote the developmentof Changde cadre education and training, such as renew our educationalconcepts,construct mechanism about joint management training coordinationmechanism, promote teaching reform Through the analysis of demand, strengthen thetalent team construction.
