| Education and training of cadres has always been highly prized by the Communist Party of China. It has always been dealt with as a matter of the party’s overall strategic and foundation engineering. How to enhance its appeal is a major practical and theoretical problem to be solved. This paper probes the problem, with an integrated use of literature research, questionnaire, comparative method, system analysis method, etc. Drawing on the human capital theory, new public management theory, it explores the connotation and theoretical framework of attractiveness of education and training of cadres through three dimensions that of theoretical analysis, empirical analysis and policy analysis, based on the laws of the cadres ’ education, training and growth. And then it proposes the evaluation system and operational methods to the attractiveness of education and training of cadres. By questionnaire, review the status, problems and causes related with the attractiveness of education and training of cadres in Guangdong Province. On the basis of theoretical analysis and empirical research, it also proposes the strategies and paths to enhance the attractiveness of education and training of cadres in Guangdong Province, drawing on the experience of domestic and foreign practice cases.The four factors: resources, organization, teaching and benefits, that affluence the attractiveness of education and training of cadres, as this article proposes, are its innovation. This constructs the evaluation system to the attractiveness of education and training of cadres and helps enhancing the research of the theme. The shortcoming of this article is: focusing on the theoretical probing is not enough before designing questionnaire. This affluence the analyze of the status and cadres’ recognition, which to be paid more attention in the research next step. |
