The key to development is people.As one of the important ways of human resources development,education and training has played an increasingly important role.As an important part of the cadres in our country,the middle-ranking cadres play the link role in both the responsibility for the superiors and the leader of the subordinates.The training mainly focuses on improving and optimizing the selection of cadres.Moreover,it's essential to improve the quality of the talents selection and cultivation.The subjects of this paper are the middle-ranking cadres who have trained in the Party School in Inner Mongolia Party School.It found that the training contents were inaccurate,the training pattern were not flexible,the training evaluations became formalistic,the training management were inadequate and the trainees were passive by the instruments of questionnaire and interview.Besides,the paper makes an analysis and research on the causes of these problems and givessolutions in terms of the Human Capital Theory,the Competency Theory and the kaufman Five-level Evaluations Theory.The aim of this paper is to establish a suitable training model for the middle-ranking cadres in the aspect of the updating their training concept,structuring the Competency Training Model,perfecting the Evaluation System and optimizing the Training Insurance System.More importantly,it is also expected to serve as a powerful support to the cultivation of cadres in minority areas so that they can be better adapt to “the Ability to Panic”.
