Research On The Obstacles And Countermeasures Of Women’s Federations To Participate In Social Governance

At present, in the process of government function change,"small government,big society" structure is formed, social governance and public service are diversified,division of labor cooperation and co governance of the government and socialorganizations have become the objective trend of social development. Therefore, inthe face of new developments, including the women’s Federation, various people’sorganizations actively participate in social governance, can not only smooth channelsof reporting social conditions and public opinion, strengthen and improve the party’smass work, and establish and improve contribute to "Party leadership, governmentresponsibility, social coordination, public participation" of social governance pattern.In this paper, in order to improve the level of women’s organizations toparticipate in social governance as the foothold, the integrated use of empiricalanalysis, comparative study, literature analysis and other research methods, illustratesthe basic theory of women’s organizations to participate in social government,through the case study of Wu Chang District, Wuhan City, the practice of women’sorganizations to participate in social governance analysis, obtains the participation ofsocial governance obstacles women’s organizations and their causes, combining andinspiration to participate in social governance practices of foreign women’sorganizations, the authors put forward countermeasures to participate insocial governance in China Women’s federation. The analysis results show thatthe obstacles to women’s organizations, participate in social governance, mainly thelack governance, mainly the lack of financial support, lack of professional personneland women’s organizations to work backward. Investigate its reason, the externalfactors mainly to women’s organizations and the government function boundaryblurred, the internal cause is the lack of women workers comprehensive ability,organization structure of a single, the lack of activity carrier, caused by the lackof women’s federations and other women’s organizations cooperation. Based on thereference of foreign beneficial way of combining the national conditions of ourcountry, this paper thinks that can further enhance the level of women’sorganizations to participate in social governance from the following three aspects:One is in the social governance, governance structure optimization. Straighten out therelationship between the women’s federation and the government, to promote women participation in the democracy at the grassroots level management; two is at the levelof its construction, tamp the subject ability. Strengthen the talent team construction,improve women’s understanding of society and public opinion ability; three is in theprovision of public products level, strengthen the innovation vector. To undertake theproject as a carrier of activities, mobilize social resources to form service network.
