Analysis Of Changes And Reasons Of Japan-russian Relation After Abe’s Second Ruling

The Japan-Russian relation is a very important bilateral relation amongNortheast Asia international relations.The rivalry between Japan and Russia in thefar east Asia have been affecting the international pattern formation of northeast Asiasince the modern time. The relation between the two countries is not a simpleantagonism or confrontation,but changing with the international environmentchanges.In order to protect their own interests,they had a mild and neutral situationin addition to antagonism or confrontation.However, territorial issue exists betweenthem, and by which bought ethnic hatred and distrust,which makes their relationmore complex.The first part of this paper mainly studies the history of the Japan-Russianrelation,which is mainly divided into two stages.The first stage is the Cold Warperiod;and in the early days of the period, Japan-Soviet relation mainlyconfronted,but tempered in the middle,while the relation gradually became cold withthe Japan-US Cooperation and Security Agreement.In the later period of the cold war,the relation began to recover because of the needs of the Soviet economydevelopment and the foreign policy adjustment.The second stage is after the ColdWar,in which the Japan-Russian relation appeared to heat up because of the need oftheir economy development.In this stage the relation between the two countries aremainly cooperation.The second part mainly talks about the Japan-Russian relation changing afterAbe’s second ruling.Mr Abe’s government needs to break diplomatic isolation,develop the domestic economy, and protect the energy security,while Russia has become a breakthrough.After Mr Putin’s third term as President,Russia wants topromote the development of the far east&Siberia,and its own comprehensivenational strength,then the relation between the two countries began to recover, evenseemed to enter the honeymoon.Japanese prime minister Shinzo Abe’s visit to Russiain April,2013ended the history that Japan’s prime minister have not visited Russiafor ten years.In the visit,Shinzo Abe and Putin reached a new consensus ondeveloping bilateral relations in the new period,Japan changed the way of linkingexpanding economy cooperation with Russia to solving the problem of northernterritories,and agreed the Russian proposal of expanding economy cooperation thatcreats conditions for solving the territorial problem.But With the influence of crisisin Ukraine,Japan followed the Europe and America to be against Russia, whichmakes the relation gradually deadlocked.Finally, the paper points out the future of Japan-Russian relation. Although therelation affected by many factors,it will be in the direction of cooperation because ofthe need of practical benefits.
