The Research Into Public Mechanism Construction On Government Response

The deficiency of real bureaucratic system is reflected in the lack of tools rational spirit, the excessive patriarchal system, the lack of the sense of legality and the indifference to the modern concept of contract. Corresponding with the Government's response to the three transitions, the quality of civic response has also experienced three periods in transition. Although it is constantly improving, the insufficiency still exists. The insufficiency is fully reflected in the lack of civic awareness, the indifference and anxiety of political participation. In order to construct interactive mechanism of the Government response to the public, the Government has the necessity to transmit from "people policies" to the "interactive decision-making" and at the same time form a complete set of measures, including the establishment of the interactive information security mechanism, the improvement of the quality of the Government response, the emphasis on the construction infrastructure facilities of interactive response, the creation and improvement of interaction between the decision-making mechanisms, the improvement of the supervision mechanism of the government response. At the same time, the improvement of the quality of civic response should be achieved by the cultivating of sound civic awareness and overcoming the political indifference and cultivating a sound civic group.
