China is a large country,there are large population, the frequency of local disaster emergency is high, which greatly influence the social stability and development of our country, under the background of the current multi-governance, apart from the government, and the nonprofit organizations which has the nature of public, enterprise also gradually reflects the unique value and advantages in the disaster governance, but the study of enterprise to participate in public administration is still in its infancy, so this article has a certain practical significance.Based on the government failure of public management, polycentric governance theory, disaster management theory, this paper discusses the necessity and feasibility of enterprise to participate in the local disaster emergency management, enterprises to participate in the management is the request of enterprise’s own interests, to fulfill the social responsibility, meet the government regulation to the enterprise, and enterprise has the incomparable advantage over some public sector. But the governance of companies to cooperate with the government has a certain moral risk, including risk from the government, from the enterprise and social; Secondly analyzed the emergency management situation of guangxi region enterprises in disaster, including the self-help behavior of enterprises in the local disaster emergency, cross-industry assistance behavior, cross-regional assistance behavior; Key part of the article introduces the typical cases of longjiang cadmium contamination, analysis the motivation and way of enterprises to participate in the emergency management; Analysis the problems and the causes of the problems of guangxi enterprises participate in local disaster emergency management, the main problems are the consciousness of enterprise to participate in the management is not strong, insufficient, hysteresis behavior, one-sided,lack of communication and coordination; The causes of the problems are the enterprises lack of social responsibility,the ability of participate in the governance is not strong, lack of legal constraints, lack of incentive mechanism, lack of the governance platform to participate in the governance, lack of information communication mechanism of participatory governance. Finally based on the experience of the foreign enterprises to participate in local disaster management, and give Suggestions:strengthen the construction of social responsibility of enterprises, to strengthen the construction of crisis management ability of enterprise, strengthening the construction of legal rules and regulations, perfect the incentive mechanism of enterprise to participate in the governance, strengthen the platform construction of enterprise to participate in the governance, perfect the information communication mechanism of enterprise to participate in the governance, and strengthening the construction of enterprise community crisis governance.Enterprises participate in disaster emergency management is an important aspect of enterprise feedback the society, hope this research can promote China’s public crisis management.
