Guangxi Natural Disasters Governance Research Under The Perspective Of Government Emergency Management System

In large areas in southern China, natural disasters which under the influence of factors such as climate and geographical environment, such as ice disasters. Because of natural disasters frequent happened and people’s life and production have been a significant impact, it’s obvious that natural disasters management become an important part in the modern government management. To Government governance path major natural disasters in China, it has important research significance that trying start from the natural disasters in practice cases, and then find natural disaster management problems and deficiencies in our country. In general, it establishes a national natural disaster emergency management system, which concentrated reflect current "yi an san zhi" model, and played an important role in the governance practices. However, study problems and deficiencies in natural disaster management practice, and puts forward countermeasures of reasonable science, must be in the right research view of practice in analysis. So we think that building a modern theory of government emergency management system for natural disaster management research has important theoretical significance, and we choose the study case in this paper, such as through the government emergency management perspective to study guangxi frozen natural disaster.First of all, based on the predecessors’ theory and practice research, as well as the reality of nature governance practices, this article build up the reasonable science the theoretical framework of government emergency management system, which is from administrative mechanism, fiscal mechanism and legal mechanism form architecture aspects of reasonable scientific theory of the modern emergency management system framework. Second, we try combing the modern perspective of emergency management system, with guangxi frozen natural disasters governance case, and find out the problem and shortage of natural disaster emergency management practice in our country. Finally, based on mechanism of government emergency management system framework, we put forward three countermeasures in view of the governance practice:1. Strengthening the construction of the body of the emergency management system, and build social forces to participate in the platform;2. Increasing financial input in emergency management, and try to build multidimensional fiscal relief compensation mechanism;3. Forming stronger legal standard, and pay attention to the legal propaganda and implementation.
