| The Central Committee of the Communist Party of China and the State Council issued the "Opinions on Promoting the Reform of Disaster Prevention,Mitigation and Relief Systems and Mechanisms" on December 19,2016,which focused on the current problems and institutional constraints of China’s disaster prevention,reduction and relief work,and made new arrangements for disaster prevention,reduction and relief work.In recent years,China has made major achievements in disaster prevention,reduction and relief,accumulated valuable experience in dealing with severe natural disasters,and the country’s comprehensive disaster reduction capabilities have been significantly improved.However,it should also be noted that the situation of natural disasters facing my country is still complex and severe.In particular,as one of the natural disasters with the most extensive impact and the most significant impact on social and economic development and people’s lives in China,flood disaster has almost become a problem that every city needs to face.At present,Chengdu is entering the fast lane of building a beautiful and livable park city.Urban flooding is a city disease that still exists.Therefore,how to strengthen and improve the emergency management ability of urban flood disaster in Chengdu has become an important issue facing the public management of Chengdu municipal government departments.This paper uses the literature research method and case analysis method,combined with emergency management lifecycle theory,collaborative governance theory and other theories to construct the urban flood disaster emergency management analysis framework of Chengdu,From the four aspects of emergency prevention phase,emergency preparation phase,emergency response phase and emergency recovery phase sorting out the problems of emergency management of flood disasters in urban areas of Chengdu.Analyzes the reasons for the problems,namely,early warning mechanism operation impeded,multisectoral coordinated governance mechanism is ineffective.flood control and drainage standards cannot match the needs of cities.Finally,based on the experience of flood disaster emergency management in other domestic cities,this paper proposes targeted countermeasures and suggestions: strengthen pre-disaster preventive measures,expand early warning information dissemination channels,improve flood control supervision system,enhance the public awareness of disaster prevention,and create a public safety culture;improve the effectiveness of emergency preparedness,improve the construction of emergency teams,optimize the preparation of flood prevention emergency plans,and strengthen the management of emergency materials and resources;improve the level of emergency response,improve the information communication mechanism,improve the collaborative governance mechanism of flood prevention and emergency management,and guide social forces to participate in emergency response;enhance recovery and improvement efforts,strengthen disaster prevention planning and design,implement defense engineering construction,actively carry out post-disaster summary,and promote the update and improvement of the management system.Based on the above research,it is hoped that it will help to improve the emergency preparedness and response capacity of all levels of government in Chengdu to deal with flood disasters,thereby enhancing the city’s safety level,ensuring the level of urban governance,reducing the loss of public lives and property caused by disasters,and enhancing the sense of security of the public living in the city. |
