The Role Analysis Of Government In Intellectual Property Rights Pledge And Financing Of Scientific And Technological Small And Medium-sized Enterprises

The rapid development of knowledge economy pushes intellectual property right-s(IPR) and scientific and technological innovation to the core of enterprises’ partici-pation in market competition. The enterprises that have intellectual property rights as the core competitiveness have already become an indispensable subject in market e-conomy. Under these circumstances, scientific and technological small and mid-sized enterprises which have advantages on technology and high-tech assets arise, promote the development of the emerging economies. Because of the intangible assets are often hard to quantify and assess, the lack of pledge financing experience of intangible assets and small and medium-sized enterprises(SMEs) own limitations, etc, the intellectual property pledge of knowledge intensive enterprises is very difficult, so that it’s hard for them to get loans. The lack of fund has already become the main obstruction of scientific and technological SMEs, to get pledge financing loans by utilizing IPR is the necessary road for breaking predicament.Currently, our country attaches great importance to the formulation and implemen-tation of IPR strategy, the theoretical discussion of science and technology enterprise intellectual property pledge financing is more and more perfect, at the same time the extensive pilot work of IPR’s pledge and financing around the country offers definite practical experience for further study. Scientific and technological SMEs lack of fund-s, economic and technical foundation, that leads to the disadvantage status in market competition. As the policy maker, guider, promoter and server of scientific and techno-logical SMEs IPR pledge and financing, government plays an irreplaceable role. On the basis of determining the role of government, this paper sums up different advantages and disadvantages of IPR pledge models from both domestic and abroad, discusses the government role in the policy formulation, which has the theoretical and practical sig-nificance.This paper is analyzed and discussed by literature research method, comparative method and case study, on the basis of defining the related basic concepts involve sci-entific and technological SMEs, IPR, IPR pledge and financing, government role etc, argues the possibility of pursuing IPR financing, analyzes and classifies IPR’s pledge and financing patterns of scientific and technological SMEs in China and abroad, gener-ally compares the characters, operation process, government policy of different patterns, discusses government role location in scientific and technological SMEs’ IPR pledge and financing, through analyzing the necessity and possibility of government interven-tion, ultimately explores an multiple-subject IPR pledge and financing system which the whole people to participate in, guided by the government, at last puts forward the corresponding countermeasures and suggestions from all aspects.
