In recent years,with the acceleration of industry transfer in China,labor shortage has also spread from Yangtze River Delta and Pearl River Delta to small and medium-sized city.Helping enterprises to solve the employment problems has become an important part of local government to service enterprises development and optimize business environment.All regions have obtained certain achievements in solving the employment problems by investing a large amount of manpower,material and financial resources.However,problems such as large government subsidies,some-time lack of labors,long-term structural labor shortage and the difficulty for workers to integrate into the city still exist.On the basis of reviewing the research results at home and abroad,this paper first analyzes the role that the government should play in the employment of enterprises from two aspects of theory and practice,and emphatically points out the role of regulation,guidance,coordination and guarantee that the government should play.Secondly,it points out the difficulties in the current employment of enterprises which are mainly concentrated in labor-intensive industries and small and medium-sized enterprises,spread more and more extensive and the shortage of skilled workers is more prominent.Meanwhile it also analyzes the causes of the "labor shortage" from the perspectives of the failure of the labor market caused by the inadequate government services,the decline of the labor bonus caused by family planning policy,the enrichment of employment opportunities due to the achievements of reform and opening up,the change of the concept of career choice brought by social transformation,the challenge of talents brought by industrial upgrading,and the indifference of the sense of ownership caused by the lack of corporate culture.It also analyzes the positive and negative effects of "labor shortage" from three aspects of enterprise,government and society.Then,taking Yandu District of Yancheng City as a case,this paper summarizes the efforts made by Yandu District government to change the employment difficulties of enterprises,focusing on the analysis of the achievements and difficulties.At the same time,it reveals some problems like the difficulties of industrial transformation,the lack of local labor potential,fierce competition in surrounding regions,the lack of corresponding skills training institutions within the jurisdiction and the lack of government service awareness and function transformation.Finally,based on the common practices and experiences of local governments in Yangtze River Delta,Pearl River Delta and other developed countries such as such as the United States,Germany and Japan,the paper puts forward some countermeasures and suggestions for the local government to optimize the employment of enterprise,mainly to improve the quality of recruitment services,smooth the urban integration mechanism,improve the skills training system,create excellent corporate culture and accelerate industrial transformation.These all provide a reference for the local government to solve the employment problem and promote the economic and social development.
